What happened: FullCtl develops tools to improve internet infrastructure
FullCtl, a company dedicated to enhancing secure interconnection through automation and information sharing, received a $20,000 grant from the American Registry for Internet Numbers (ARIN) in 2023. The funding supported the creation of two open-source tools: RegCtl and PrefixCtl, aimed at improving the standardization and management of internet registration data.
RegCtl is designed to normalize registration data across various Regional Internet Registries (RIRs), each of which maintains unique data schemas. This tool ensures consistent and reliable access to registration information globally. PrefixCtl complements it by tracking IP resources over time, integrating data from Whois, Internet Routing Registry (IRR), and routing databases.
Together, these tools provide standardized and contextualized Registry Data Access Protocol (RDAP) and Route Origin Authorization (ROA) management, addressing inefficiencies in registration data handling and enhancing the overall security of internet infrastructure.

Why it is important
The development of RegCtl and PrefixCtl is a significant step toward addressing challenges in managing internet registration data. Inconsistent data schemas and a lack of contextual information often lead to inefficiencies and errors in IP resource management. By offering open-source solutions, FullCtl bridges these gaps and simplifies access to reliable, standardized data for organizations worldwide.
This project aligns with ARIN’s mission to advance the internet through community-driven initiatives. Open-source tools like these empower network operators, improve interconnection security, and contribute to a more resilient internet ecosystem.
“Standardizing registration data and providing historical context for IP resources is critical for ensuring transparency and trust in internet infrastructure,” said a FullCtl spokesperson. The tools not only streamline registry processes but also address broader concerns about internet security and resource optimization.
With the successful implementation of RegCtl and PrefixCtl, FullCtl demonstrates the power of collaborative innovation to tackle some of the internet’s most pressing challenges.
