Ofcom's 13 October 2025 penalty against 4chan Community Support LLC was an information-power case before it became a wider content-safety case. The UK regulator imposed a GBP 20,000 fixed penalty after 4chan failed to answer two statutory information notices seeking its illegal-content risk assessment and qualifying worldwide revenue. Ofcom later escalated the same investigation into GBP 520,000 of March 2026 safety-duty penalties for age assurance, risk assessment and terms-of-service failures. The strategic issue is not the cash amount; it is whether the Online Safety Act can make an offshore open-access forum produce auditable compliance evidence, or whether Ofcom has to move toward debt recovery, business-disruption orders and UK access blocking.
