The fact
59 Indian coal-fired power plants had critically low fuel stocks, Reuters reported, up from 45 at the end of August. The classification applies when a plant's coal inventory falls below 25% of its normative requirement. It does not mean the plant has stopped generating electricity.
Separate government figures put India's total coal stocks at 123.7 million tonnes, including about 100 million tonnes at mines or in transit and 23.7 million tonnes at thermal power plants. Coal Minister G. Kishan Reddy said ministries were coordinating deliveries daily, with road transport supplementing rail movements amid higher demand and monsoon disruption.
A Central Electricity Authority snapshot for 7 September had counted 61 plants with critical stocks. The later figure of 59 shows that the position can change as deliveries arrive rather than moving steadily in one direction.
The assessment
India may have plenty of coal overall, but that does not help a power station if the fuel has not reached it yet. Some plants can run low even while large stocks remain at mines or are still being moved by rail or road. For data-centre operators, the more useful question is whether the power plants serving them are getting the fuel they need.
The figure of 59 plants also needs context. It does not mean 59 power stations are offline. Stocks can recover when new deliveries arrive, and the number of plants with critical stocks had already fallen from 61 two days earlier. A single snapshot should therefore not be read as a sign that widespread power cuts are about to happen.
For BTW readers, what matters is whether these low stocks start affecting electricity supply. Utility warnings, reduced generation or continued falls in plant inventories would be more important signs of trouble than the national coal total on its own.
What to watch
Watch subsequent plant-level inventory figures and whether rail and road deliveries rebuild stocks at affected generators. For data-centre operators, utility warnings, generation curtailments or changes to contracted electricity supply would be more direct signs of risk than the critical-stock count alone.
