The fact

Vodafone Idea chairman Kumar Mangalam Birla told shareholders that the company's business plan provides for paying all scheduled spectrum dues over the next three years. The payments are expected to total about ₹49,000 crore, comprising roughly ₹7,000 crore in FY27, ₹15,000 crore in FY28 and ₹27,000 crore in FY29. The schedule had been disclosed earlier in 2026 and was reaffirmed at the company's annual general meeting.

The payments coincide with Vi's planned ₹45,000 crore investment in its mobile network over three years, including further 4G upgrades and 5G deployment. The operator has been seeking about ₹25,000 crore in funded bank debt and ₹10,000 crore in non-funded facilities to support the programme. In August, Vi said it had secured an initial ₹6,400 crore of funding and remained in discussions with an SBI-led group of lenders.

The Assessment

Vi's timetable puts network expansion and spectrum payments on the same financing schedule rather than allowing one to follow the other. The spectrum outgo becomes progressively heavier through FY29, while the operator is still trying to fund and execute a large network programme.

That makes the timing of financing important. Bank facilities and internal cash will have to support 4G and 5G investment while Vi also preserves enough liquidity for the rising spectrum instalments. Management expects stronger EBITDA and internal cash generation to help meet those obligations, but that remains an operating assumption until the network investment translates into reported cash flow.

For BTW readers, the issue is not whether Vi must choose between investing and paying spectrum dues. Its current plan requires it to do both within the same three-year window. The test is whether network spending can continue as each larger spectrum payment falls due.

What to watch

Watch the pace of Vi's remaining debt raise, actual capex deployment and the roughly ₹7,000 crore FY27 spectrum payment. The next test comes in FY28, when the scheduled outgo rises to about ₹15,000 crore. Those figures will show whether operating cash generation and new funding are keeping the network programme and spectrum obligations on the same timetable.
