• Batam end landed at Nongsa Digital Park on 20 July, but original Q4 2025 service date has passed

• The missed deadline leaves Batam–Singapore route diversity plans on hold until a new service date is set


The fact

Telkom Indonesia subsidiary Telin and BW Digital landed the Batam end of the Nongsa Changi Cable, or NCC, at Nongsa Digital Park on 20 July. The 50km submarine system has 24 fibre pairs and is designed to connect Batam with Changi in Singapore. Telkom said the landing moved the project closer to operational readiness but did not provide a revised ready-for-service date. When Telin and BW Digital announced NCC in July 2024, they expected it to enter service in the fourth quarter of 2025.

NCC is one of two Batam–Singapore cable systems being developed by TelkomGroup, alongside the Indonesia Singapore Cable System, and forms part of its Indonesia Cable Express programme. At Nongsa Digital Park, the cable lands at the same site as Citra Connect’s terrestrial fibre network and BW Digital’s planned NDP1 data-centre campus. Its Singapore end is planned to connect to Digital Realty’s SIN12 facility.

The assessment

The Batam landing places the submarine cable beside Citra Connect’s terrestrial network and the planned NDP1 campus. Once the onshore links are completed and activated, the route can connect into local fibre and data-centre facilities at the park. The partners have not yet said which interconnection services will be offered.

The cable is not yet available to customers. Its original fourth-quarter 2025 service target has passed, and the partners have not announced a new date. They have also not published launch capacity, interconnection terms or detailed route information. Operators therefore cannot yet treat NCC as usable capacity or judge the extent of route diversity it will add.

For BTW readers, the landing is a construction milestone rather than a service launch. NCC’s practical role in the Batam–Singapore corridor will depend on when it enters service, how much capacity is offered and how customers can connect to it.

What to watch

Watch for completion of the Singapore landing and system testing, followed by a revised ready-for-service date and commercial launch. Published launch capacity, route details and interconnection options at Nongsa Digital Park and Digital Realty’s SIN12 facility will show what customers can order and whether NCC provides a distinct path from existing Batam–Singapore systems.
