The Bank of Russia lists Public Joint-Stock company commercial Bank "Center-invest" as an active bank with a universal licence, registered on 28 December 1992 under number 2225. The bank's official details page gives the same English legal name and OGRN, cites General Banking License No. 2225 dated 26 August 2016 and places it in Rostov-on-Don.

The RIPE organisation object identifies ORG-PJCC2-RIPE as the bank's LIR. An inverse search links it to 45.155.92.0–45.155.95.255, 2a0f:f500::/32 and AS208177.

The bank-maintained AS208177 aut-num object calls the network a stub AS and registers policy for AS12389, AS20485 and AS3216. Its remarks describe those providers as redundant upstreams, call the /22 RPKI-protected and say route-origin validation is enforced. These are meaningful control declarations, but a routing registry does not show whether circuits share a building, duct, power source or router, whether filters run as stated, or what happened in a failover test.

The collector view is narrower. RIPEstat recorded one IPv4 /22 covering 1,024 addresses from AS208177 at 16:00 UTC on 5 September 2026. It was visible to all 327 listed IPv4 RIS peers; no IPv6 announcement appeared, and four neighbours were observed. The two-week view continuously observed 45.155.92.0/22. Full visibility in that collector set is not a global-reachability or service-level guarantee, and four observed neighbours are not proof of three independent production paths.
