Summary
- Europe proposes a Council 2027 functional analysis of skills, workforce composition, engagement and deployment across every ITU staff group in the General Secretariat and three Bureaux.
- The same draft asks management to use savings from attrition, prioritize redeployment including to regional offices, and review possible lower grades for vacant posts in non-sensitive areas.
An organization can announce a new priority without moving a single desk. The harder question is where the staff already sit. Europe’s addendum 20 to ITU contribution 75, listed in the official conference record, would require an organization-wide functional analysis for the Council in 2027. It must cover skills, composition, engagement and deployment against the ITU’s existing mandate. It explicitly includes every employee in the General Secretariat and the three specialist Bureaux, with ratios and levels of engagement between Secretariat and Sector staff.
The 2022 Resolution 48 already required a four-year human resources strategic plan, annual reports to the Council, attention to geographic and gender representation, and a review of staffing in regional and area offices. The 2026–2027 HR plan gives the current strategy a formal Council document. The proposed 2027 analysis goes further than saying the workforce should match the mission. It asks members to see how people and skills are actually distributed among the four institutional centres.
The draft then touches the levers managers use after they see a map. It directs the Secretary-General and the Bureau Directors to make rational use of staff and savings from attrition, consider redeployment including toward regional and area offices, and regularly review whether grades of vacant posts can be reduced in non-sensitive parts of the organization. A vacant post shapes the next hiring and budget decision. The proposal also lets existing staff support new activities. The draft supplies no position count or savings amount.
That is why the Council 2027 document matters. A central unit can look lean on an organization chart while work is quietly carried elsewhere; a regional office can look expensive until its duties are set beside its staffing. The functional analysis would let members compare assignments, available skills and the actual distribution of staff before approving a story about efficiency. It would expose the choice behind a seemingly technical move: whose work gets reinforced, and whose vacancy is filled at a lower grade.
