A village reached by fibre and an island reached by satellite can both be marked “connected”. The label is useful only if it preserves what the connection actually delivers. WTPF-26’s new space-connectivity Opinion encourages technology-inclusive targets and local choice. That openness needs a common outcome scorecard, or technology neutrality can become permission to count unlike services as the same result.

That is not evidence that the meeting did nothing. It is evidence that finality and textual revision are different events—and that a trustworthy public record should prove both.

In the official PP-26 action legend, `NOC` can mean that no change proposal exists. Underline the same three letters and it becomes a proposal: a Member State is asking that specified text be maintained without change and should explain why. The distinction is defensible, and the United States has used the second form for the whole ITU Constitution and Convention. But a procedural act this important should survive outside rich text. Typography can display the difference; it should not be the only place the difference lives.

One line in ITU’s proposed 2028–2031 strategy would turn the world’s video streams into evidence of institutional impact. The 5 August paper proposes measuring the share of global video traffic carried by ITU-standardized codecs. That may be a useful reach statistic. Yet the public proposal supplies neither a baseline nor the rules required to reproduce the percentage, and it does not explain how use of jointly developed codecs becomes performance attributable to ITU. Before PP-26 adopts the indicator, the number needs a public measurement contract.

The Asia-Pacific Telecommunity has finished its last scheduled preparatory meeting before ITU’s 2026 Plenipotentiary Conference. What happens next is easy to compress into a misleading phrase: “the region’s proposals.” APT’s own rules are more precise. They create a preliminary proposal through a Plenary act, then a common proposal through an all-Member support threshold, an opposition ceiling and named country signatories. That process can produce a legitimate multi-country coalition. It does not produce unanimous authority from an entire region.

The ITU Constitution does not say that any unpaid invoice cancels a State's vote. It sets a comparison: countable arrears must be measured against the contribution due for the two preceding years. A compliant repayment schedule can change what is counted without making the debt disappear. Before PP-26, the useful public object is therefore not a debtor table. It is a time-stamped calculation receipt showing how the underlying vote-right switch was derived.

A delegate opening the PP-26 document page will not find one multilingual rule. A contribution belongs to a six-language series; an agenda is English only; an information paper cannot be discussed and is also English only; a temporary draft normally stays in its original language. One exception matters: a working document that contains input to the Final Acts crosses a language boundary. That classification does not adopt the text, but it changes how the text must travel. PP-26 needs to make that journey visible clause by clause.

Member States must cast a secret ballot, the candidate must reach a majority, and the aggregate result must show how that authority was formed.

A person can be admitted to an international conference while the authority to cast a State’s vote is still unresolved. PP-26 makes that separation unusually explicit: online registration opens an access process, an original diplomatic instrument opens an accreditation process, and neither by itself establishes that a vote may be exercised at a particular meeting. The useful public record is therefore not a badge list or a folder of signatures. It is a time-specific receipt joining access, entitlement, accreditation and execution without exposing the documents that prove them.
