Analysis

“Minor” kept the longer clock. RIPE NCC opened the 29 October invoice incident at 12:38 CET and closed it at 16:57:52: 4h19m52s. The 20 July “major” billing incident ran from 12:55:40 to 16:29:40 CEST, 3h34. The October ticket remained open 45m52s longer.

The July component timeline supplies a concrete distinction. At opening, the LIR Portal moved from operational to degraded_performance, while Non-Critical Services – Billing & Payments moved from operational to major_outage. At 13:45 the billing component fell to degraded_performance. A fix entered monitoring at 14:53; at 16:29 both components returned to operational.

On 29 October, the Billing & Payments component moved from operational to degraded_performance, then back to operational at closure. RIPE NCC’s final update says the invoicing disruption followed AFAS maintenance the previous day. Both incidents described invoices missing from the LIR Portal and payment confirmation delayed; the October notice called the issue intermittent.

The latest 50-item status feed contains five Billing & Payments incidents, all resolved. On 19 May, an incident labelled none was open 22m43s. On 21 May, a major incident was open 29m56s; the billing component changed to major_outage and the LIR Portal to partial_outage. The 16–17 July minor incident stayed open 30h36m: the first update cited missing portal invoices and delayed confirmation, the next update arrived 21h54m later, and the final update reported both functions restored.

The feed gives no affected-LIR account count, payment-delay count or held-request count; those measures would show how far each component state reached into member transactions.

RIPE NCC’s 2026 Billing Procedure issues an annual €1,800 contribution invoice for every LIR account. Members receive the invoice as a PDF by email and can also download it in Billing Details. Payment can use the invoice’s unique link or a bank transfer; international transfers can take up to a week. Invoices fall due after 30 days. All LIR accounts must be paid before a resource transfer, and new or ongoing requests stop once an invoice is more than 60 days overdue.
