The fact

Unions representing Wind Tre workers have called for restrictions on overtime, supplementary work and on-call availability from 14 September to 12 October, according to a FISTel-CISL notice published on 11 September. The action forms part of a dispute over company-level bargaining at the Italian telecom operator.

The same notice calls for a full-shift strike on 12 October. That is separate from the restrictions in force during the preceding weeks. The union documents set out the action requested of members but do not show how many employees will take part or whether customer services will be affected.

The scope was narrowed in an amended proclamation published in August. Following an intervention by Italy's strike-guarantee commission, the unions excluded planned night work from the restrictions. That does not mean all overnight maintenance will be cancelled.

The assessment

The restrictions leave ordinary shifts in place but reduce some of the flexibility available outside them. Maintenance, installations or repairs that depend on overtime or staff being called in at short notice may be harder to schedule, while work that fits within normal rosters may continue as planned. The union notices do not identify which network jobs fall into either group.

Planned night work is also excluded, so some overnight maintenance can remain on schedule. Other jobs may still rely on overtime or on-call cover, particularly if they extend beyond rostered hours. The effect will therefore vary by task rather than across the network as a whole.

The restrictions running through 12 October and the separate full-shift strike that day should be treated as different events, and neither on its own shows that customers will lose service.

For scheduled customer work, the clearest evidence will be a confirmed change to an installation, maintenance window or repair timetable. The separate full-shift strike on 12 October may require different planning from the restrictions that precede it.
