The fact

FLAG has appointed Paul Abfalter as chief executive, effective 1 October 2026. He will succeed Carl Grivner, who will move from chief executive to chairman. Abfalter currently serves as FLAG’s chief strategy and revenue officer, while Grivner has led the company since 2020 and will remain involved through the board after the handover.

FLAG operates seven subsea and six terrestrial cable systems across Asia, the Middle East, Europe and the United States. The privately owned network operator also provides capacity and edge data-centre services. It did not announce changes to its investment programme, network projects or financial targets alongside the appointments.

The assessment

Abfalter currently helps decide which customers and markets FLAG should pursue. As chief executive, he will also have to decide whether the network can support those opportunities and which projects receive capital. That responsibility begins before FLAG commits to new capacity or delivery dates, when commercial demand must be tested against available routes, equipment and engineering resources.

The appointment does not show that FLAG will change its investment plan. Grivner will remain chairman, and the company has not explained how decisions will be divided between the two roles. Until FLAG announces a project, customer agreement or capital decision under the new structure, the effect is limited to a transfer of executive responsibility. For BTW readers, Abfalter will now be judged on whether FLAG commits to business that its network can deliver, and whether he directs investment to the routes and capacity needed to support it.

What to Watch

Watch for FLAG’s first route upgrade, capacity addition or major customer agreement after Abfalter takes charge. A change in investment priorities, project sequencing or the executive team would provide clearer evidence of his strategy and show how authority is divided between the chief executive and Grivner as chairman.
