Summary

A bibliography made through the thing it described
RFC 1432 is easy to mistake for a charming list from the moment when Internet books became a market. John S. Quarterman said that nine or ten such books had appeared within about a year, some not yet published. The table looked reassuringly concrete: author, pages, price, audience, type and coverage of other networks. It even placed question marks where the compiler did not know.
The more consequential line came after the table. Much of the detailed bibliographic information, Quarterman explained, came from the Library of Congress catalog server, reached over the Internet through Gopher and Telnet. A document about learning the network had used the network to learn about its own documentation.
That loop was historically new enough to notice and ordinary enough to become invisible. A remote catalog could answer from a distant institution. A Gopher or Telnet session could expose a record without moving the described book. An FTP coordinate could point toward supplementary material or an online edition. An email address could lead to a human or publisher. The RFC then froze all those different routes into one durable text.
The page therefore brought together several systems that did not share a clock. The catalog had its record. A publisher had an edition and an order desk. An FTP operator had a host and path. An author had a manuscript state. A reader had a client, connectivity and perhaps money for shipping. The bibliography made them appear side by side; it did not make them one database.
What the table knew—and what it declined to know
The summary table was not merely a list of titles. Audience distinguished a public introduction from a technical reference or a work for librarians. Type distinguished a user guide, catalog, travelogue, standards volume, anthology, history or directory. The “Other Networks” column mattered because the memo's historical “Matrix” included mail-exchanging systems beyond the Internet: FidoNet, UUCP, BITNET and USENET among them.
Quarterman also excluded books solely about technical protocol details. The subject was how people encountered resources, institutions and other users. Even then, the categories were called illustrative rather than definitive. Several books crossed them. A classification supported orientation, not ontological certainty.
Uncertainty remained visible at row level. Some page counts or prices were unknown. Some books were forthcoming and “not yet seen.” One guide was described as both a fourth edition and a successor to an earlier NorthWestNet book. The bibliography could report a publication plan without pretending to have inspected the finished object.
This is the first boundary. A record may be accurate about a promise. That does not make the promised object present.
Finding was not obtaining
RFC 1175 had already presented a representative starting bibliography for beginner and intermediate Internet users. It mixed online and hard-copy documents, reference materials and multimedia, and included directions for obtaining material. Its anonymous-FTP instructions warned that commands could vary by system. The description of a resource and the procedure for attempting retrieval were adjacent but distinct.
RFC 1432 made that distinction unusually tangible. A citation ending in domain.name:path/name meant: connect by FTP, log in as anonymous, use an email address as the password and try the remainder as a directory or file. A citation ending in local@domain offered an address for inquiry. Neither notation was a receipt.
The path could fail. The file could differ from the book named in the prose. A server might expose an advertisement, contents page or partial release rather than the work. The reader might reach the host but lack a compatible client or permission. A valid email address might yield no reply. A publisher might receive an order but have no stock. Each step created new evidence; none retroactively upgraded the previous step.
The books themselves crossed media states. The Internet Companion was being released through anonymous FTP at two chapters per month. Zen and the Art of the Internet had a first edition available only online from several FTP servers and a somewhat enlarged, updated second edition in print. Other entries pointed only to advertisements or contents. Physical price, online availability and edition identity could not be represented by a single “available” flag.
The Internet had shortened the distance between a bibliographic clue and an acquisition attempt. It had not abolished the difference between them.
The warning was part of the data model
RFC 1432 explicitly warned that prices, email addresses, telephone and fax numbers, and postal addresses could change. A buyer might pay less through a discount or more because of shipping or purchase outside the United States. Errors, changes and additions were invited by email.
That disclaimer was not ornamental caution pasted onto otherwise timeless data. It described the table's temporal structure. Title, author and ISBN might remain stable for one edition. Price and contact coordinates could change much faster. “Forthcoming” could become published, delayed or abandoned. An FTP path could outlive the file, or disappear while a copy survived elsewhere.
A frozen RFC cannot poll a publisher. Nor should its historical integrity be damaged every time a phone number changes. Its proper claim is narrower: this is what the compiler knew, from these sources, at this stage, with these uncertainties. The date is not metadata around the claim; it is part of the claim.
RFC 1402, published two months earlier, stated the wider problem with striking clarity. First one had to know that information existed. Then one had to judge whether it mattered. Finally it had to be indexed so it could be found. Network information was rarely static: it moved, grew, changed and died. Most of the guide's entries were pointers to final information.
That word—pointers—prevents a category error. A directory can reduce the cost of finding an authority or location. It cannot guarantee what that authority will say when contacted, what object will be returned, or whether the object remains the one originally described.
One year later, more tools—not one source of truth
By March 1994, RFC 1580 needed a long guide to network resource tools. Its contents ranged across Gopher, the World-Wide Web, WAIS, Archie, WHOIS, X.500 and Netfind, as well as email-mediated file services and discussion systems. The typical user, it said, was hard pressed to keep up with explosive growth.
The proliferation solved different parts of the journey. Gopher and the Web helped readers move across sources. WAIS searched databases. Archie addressed where files and programs could be found. WHOIS, X.500 and Netfind helped locate people, computers and addresses. Local clients, remote clients and email gateways gave different populations different access paths.
More discovery did not imply unified custody. A client rendered an answer; a server held some state; another operator controlled the referenced resource. Interconnected servers could make the surface feel continuous while responsibility remained distributed. That architecture was productive precisely because no central shelf had to contain every book. It was also why a successful search could not promise current possession.
An evidence ladder for a book on a network
The steps can be ordered without collapsing them.
A catalog record proves that a catalog represented an item at an observation time. A pointer proves that the bibliography recorded a proposed route. A server response proves that something answered. A transfer proves that bytes arrived. A title page, edition statement, ISBN and, where appropriate, a preserved fingerprint support identification of the object. A current seller response supports an offer. Payment acceptance supports a transaction. Delivery proves receipt.
The ladder matters because the language of interfaces tends to skip rungs. Search results say “found.” Link checkers say “alive.” Stores say “available.” Archives say “captured.” Each verb can be valid within its own system and misleading when carried into the next.
RFC 1432 did not provide hashes, transaction records or availability probes. It did something suited to its form: it exposed provenance, uncertainty and access notation. It distinguished books not yet seen, multiple editions and partial online release. It warned that commercial and contact fields changed. Those limitations make the document stronger evidence, not weaker, because they stop a historical snapshot from impersonating live state.
The shelf the network never owned
The institutional achievement was coordination without custody. Librarians supplied catalog practices. Publishers assigned editions and prices. Authors and editors described audiences. Server operators exposed files. Network protocols carried queries and bytes. The RFC Editor preserved the resulting account.
No participant controlled the whole chain. That is why the bibliography could scale across heterogeneous resources—and why no line in it could guarantee the final shelf. The network found a route to the book; the route still crossed institutions, media and time.
This is not a story of a primitive Internet waiting for a modern database. Today's search indexes, digital storefronts and identifier systems still join facts with different owners and refresh rates. Their smoother screens can make the distinction harder to see. RFC 1432 remains useful because its seams were exposed: the catalog server is named, retrieval notation is explained, unknowns remain question marks, and changing fields carry a warning.
The record's duty is not to stay eternally current. It is to state what kind of evidence it contains. Once discovery is kept separate from possession, and a snapshot from inventory, the old bibliography becomes more than a list. It becomes a map of where Internet truth was already distributed.
