Summary
- LACNIC’s 2 November 2026 cumulative file contains 24 transfer rows dated 2023–2026 under four capitalisations of
Pronto Net Ltda. Their nonoverlapping IPv4 ranges total 11,008 addresses and name 20 distinct recipient strings. - On 8 and 9 October 2026, the two halves of
177.12.138.0/23went to different recipients. Current LACNIC RDAP lists the adjacent/24s under INOV SERVIÇOS DE TELECOMUNICAÇÕES LTDA and MARIA P. FONTENELE SOUZA.
An IPv4 transfer can be as small as 256 addresses. Twenty-four such ledger decisions can redraw a sizeable piece of an operator’s registered address space without ever appearing as one grand transaction. In LACNIC’s original cumulative transfer file, four capitalisations of the source name Pronto Net Ltda appear across rows dated from November 2023 to October 2026. Group the name case-insensitively and the file yields 24 IPv4 transfer rows. Their ranges do not overlap; together they contain 11,008 addresses. The recipient column has 20 distinct exact name strings. Those are properties of the published file, not a count of contracts or legally distinct buyers.
The pace changed by year. Two rows in 2023 moved 2,048 addresses. Three rows in 2024 moved 1,280. Eight rows in 2025 moved 3,840. Eleven rows in 2026 moved another 3,840. October alone supplied six of the 2026 rows, carrying 1,792 addresses to four exact recipient labels. The totals do not say what Pronto Net still holds; LACNIC’s transfer ledger is a history of recorded moves, not a complete balance sheet.
Two consecutive October dates show what the aggregate conceals. The 8 October row starts with original range 177.12.138.0177.12.139.255, a /23, but transfers only 177.12.138.0/24 to INOV SERVIÇOS DE TELECOMUNICAÇÕES LTDA. The 9 October row sends the neighbouring 177.12.139.0/24 to Maria P. Fontenele Souza - ME. Each /24 holds 256 addresses. The two ranges meet exactly at the boundary between .138.255 and .139.0; they did not go to the same recipient.
The current directory tells the same narrow story in live objects. LACNIC RDAP for the lower /24 spans .138.0.138.255 and names INOV SERVIÇOS DE TELECOMUNICAÇÕES LTDA. LACNIC RDAP for the upper /24 spans .139.0.139.255 and names MARIA P. FONTENELE SOUZA. The latter display name is shorter than its transfer-row label; both records still point to the exact upper range. RDAP documents current registration, while the cumulative file documents the transfer dates.
The year did not end at that boundary. On 29 October, another Pronto-labelled row moved 189.89.248.0/24 to Barra Connect; current LACNIC RDAP spells out the registrant as BARRA CONNECT PROVEDOR DE INTERNET E COMERCIO LTDA. The expanded name is another reminder that exact label matching is a poor substitute for address-range matching. The public can count the rows and verify the current holder of selected pieces. It cannot infer whether the 24 rows correspond to 24 commercial agreements or what the source’s complete inventory looks like. Contracts and a dated inventory would settle those questions.
The significance lies in the small pieces. One operator label recurs for four years, while address ranges take separate paths and two neighbours end under different names in two days. A registry that publishes precise ranges, dates and recipients makes that redistribution visible. A reader who collapses those particulars into “one seller, many deals” loses the very evidence the ledger was built to preserve.
