Summary
- LACNIC brings regional statistics, DNS and BGP observations, monitoring tools and measurement probes into a common public measurement surface.
- BTW analysis: the value lies in making an operational claim repeatable and contestable, not in treating one dashboard as complete truth.

Measurement makes a claim inspectable
LACNIC describes a measurement environment spanning Internet statistics, DNS, BGP routing, FORT monitoring, Inforedes and probes in Latin America and the Caribbean. It also presents RIPE Atlas as a way to run latency, traceroute, DNS and HTTP measurements from multiple locations.
That breadth matters because network symptoms are rarely self-explanatory. A delay observed from one vantage point can reflect the path, the destination, local interconnection or the measurement setup. A common toolset lets operators compare observations instead of arguing from isolated experience.
Panama shows why method changes the conclusion
In LACNIC’s account of measurements in Panama, an initial study appeared discouraging. A locally deployed set of Atlas probes produced a more specific picture: latency was not uniformly high, and higher latency appeared where organizations were not connected to an Internet exchange point.
The example does not prove that every latency problem is solved by an IXP. It shows a narrower lesson: changing probe coverage can change what the evidence permits an operator to conclude.
Integration is useful but incomplete
LACNIC Tools combines public information from RPKI repositories, RDAP, WHOIS, IRR and direct name-server queries. LACNIC also reports using measurements to examine root-server response times and support discussion of additional anycast copies and probes in the region.
BTW analysis: this creates a shared evidence surface. Its strength is traceability across sources; its limitation is that coverage, collection time and method still bound every conclusion.
The cited material does not establish complete probe coverage for every country, a single cause for every latency change, or universal operator adoption. Measurement makes claims testable. It does not make uncertainty disappear.
