Summary

  • ARIN’s Q3 2026 data-accuracy report puts 2,660 organizations with no user contact details in one cohort and 10,218 organizations with contact details still to verify in another.
  • The no-contact cohort faces stopped services, quarantine and a 12-month hold before a senior rights-extinguishment review can send resources to the IPv4 Waiting List; the reachable cohort gets outreach and legal-successor research.

An empty contact record is the sort of small administrative fact that can turn into a very large operational question: who can answer for the resources listed under this organization?

ARIN’s Q3 2026 data-accuracy update puts 2,660 organization records in its “unknown holder data” cohort. The definition is precise: no user contact information associated with the record—no email, phone contact or address. In the Day 2 discussion at ARIN 58, Chief Experience Officer John Sweeting gave the condition behind the label: no linked user, no point of contact, and nobody to approach about correcting the record.

Then there are 10,218 organizations in the outreach pipeline. Contact information exists; ARIN still needs to verify it. The distinction changes what happens next. For the first cohort, ARIN says it stops services, quarantines the resources and waits 12 months. After that, the case goes to a rights-extinguishment meeting. Sweeting described a room that includes himself, the chief operating officer, chief financial officer, members of the legal team and analysts who have checked the information. They decide whether the resources are ready for the IPv4 Waiting List.

That is a year of silence followed by a meeting with a serious name. The list is not a conveyor belt triggered by an empty email field. The meeting is the gate between quarantine and the waiting list.

The other queue is bigger and less dramatic. Its 10,218 organizations divide into 1,135 mixed organizations and 9,083 standalone holders. “Mixed” means an organization has some resources under an agreement with ARIN and others outside one. Standalone holders have no existing agreement relationship. Both groups have contact information to verify, and ARIN targets outreach by multiple factors.

That split matters because an agreement label can hide a messy filing cabinet. One organization ID may cover older resources and newer ones acquired under different circumstances. An organization can pay annual fees and maintain a relationship with ARIN while some of its resources remain outside an agreement. The registry’s job is to sort the entries at that level, not turn “legacy” into a single kind of owner.

ARIN also looks for the person or organization that may have inherited the claim. Sweeting said staff research mergers, acquisitions and bankruptcies to find a legal successor. When the contact attached to an outreach record proves inaccurate, ARIN can move it into the no-contact cohort. The two queues are therefore not permanent species. A record can cross the line when its contact trail fails.

The broader Data Accuracy Improvement Program describes a current organization record as complete, correct and current: required fields populated, at least one point of contact vetted and validated, and that validation refreshed within five years. Those standards explain why the empty field matters. They do not erase the separate work of establishing which organization can speak for a resource and what action follows.

For network operators, the practical lesson is ordinary and unforgiving: keep the organization record attached to the resources usable. A working email, a current point of contact and a clean successor trail are cheaper than reconstructing authority after services have stopped. The registry has built a path for the records it cannot reach. It is not a path anyone should volunteer to test.

ARIN’s public slide deck gives the sequence plainly. No contact; stop services and quarantine; wait 12 months; review rights; then, if approved, the waiting list. The second queue gets a different tool: outreach, verification and research. Two records can both sit outside an agreement and still be at very different points in the process. A missing phone number opens a much longer file.
