Summary
- An ARIN 58 IPv6 Task Force slide puts costly IPv4 fraud checks among the reasons ARIN should promote IPv6.
- ARIN's fraud FAQ describes attempted registration hijacks and record locks. The slide provides no case count, cost figure or defined cohort behind its “last 5%” provenance claim.
One ARIN 58 slide makes an unusually earthy case for IPv6. Under “Why Should ARIN Do Anything?”, Lee Howard's task-force presentation says the incentive for IPv4 address fraud rises with the price of an address, countering it is costly, and the last 5% of IPv4 addresses are hardest to establish provenance for. IPv6 advocacy has acquired an accounts-payable department.
The fraud problem is real enough to have its own ARIN law-enforcement FAQ. ARIN describes attempted Whois hijacks, manipulated registration data, reported route hijacks and false Letters of Authority. When it detects suspected fraud, it says it typically locks the targeted registration record, investigates and prepares findings. Those are concrete jobs for people, lawyers and databases. They cost time even when the investigation ends without a dramatic announcement.
The slide turns that work into a reason for ARIN to promote a different address protocol. That is an institutional argument with a missing ledger. It gives no number of investigated claims, staff hours, direct expense, trend or definition of the “last 5%”. Nor does it identify which part of that work an IPv6 programme would remove. Readers can see the mechanism; they cannot yet price the proposed relief.
ARIN's IPv4 records will continue to matter wherever those addresses are held or routed. A migration programme needs an answer for two distinct bills: the cost of verifying contested IPv4 claims today, and the cost of getting networks onto IPv6. Put both on the same page, with the assumptions exposed. The slogan can wait behind the spreadsheet.
