Summary
- The CRTC said WPA had not been determined eligible for National Contribution Fund support and treated compliance as the provider’s responsibility.
- It also rejected a small-carrier exemption and wholesale supply, then ordered implementation within 12 months and four forms of customer notice.
The National Contribution Fund supports the continued provision of certain basic telecommunications services. The CRTC had not determined wireless public alerting eligible for it. On 29 October, the Commission refused Iristel’s request to move alert implementation and operating costs to the fund, while giving the company up to 12 months to put the service condition into effect.
Telecom Decision CRTC 2026-282 answers Iristel’s request for relief from the wireless public alerting requirement, known as WPA. The Commission established that requirement for LTE networks in 2017 and directed providers to implement it by 6 April 2018. The rule applies to providers operating LTE or newer networks regardless of size or service area. The CRTC describes it as a condition of service, not an optional feature.
Iristel offered three ways to handle the cost. It asked for National Contribution Fund support for implementation and ongoing operation; an exemption for providers with fewer than 50,000 LTE subscribers; or a requirement that incumbent providers sell WPA wholesale. The CRTC refused each request.
The funding request ran into the purpose of the NCF. The Commission said the fund supports access to basic telecommunications services and that it had not determined WPA eligible for that funding. It treated compliance with an existing service condition as the provider’s responsibility.
The proposed subscriber line would have created a different rule for smaller providers. The CRTC said that exemption could leave Iristel subscribers, including people in northern, rural and remote communities, without access to alerts until the threshold was reached. The Commission treated timely alerts as a safety requirement that should apply across the service area.
Wholesale delivery offered a third route, but the record did not show how alerting could be separated from another provider’s network and supplied as a standalone service within a reasonable time. The CRTC also said that a wholesale arrangement would leave a gap where Iristel is the only wireless provider. It declined to make wholesale alerting the price of entry into the emergency-warning system.
The order sets a 12-month implementation deadline from 29 October 2026. The CRTC considered the software, hardware, interconnection, engineering and testing work described in the proceeding and found the period reasonable. It said Iristel had enough information to begin.
Until implementation, Iristel must tell existing and prospective customers that emergency alerts are unavailable while they use its LTE or newer networks. The notice must appear on the company website, in service terms, at sale or activation, and in direct communication to existing customers. The decision gives no count of affected LTE subscribers; that number would change the scale of the alerting gap.
Four notices can correct an assumption before a customer chooses or keeps service. They cannot deliver the alert itself. The CRTC’s decision preserves the service obligation and makes the implementation gap a customer-facing fact while the network work proceeds.
