Summary
- TRAI's August drive test found no coverage in 5,979 of 9,930 RJIL voice-test samples on the Nubra Valley–Pangong highway. Airtel recorded 4,491 of 12,272; BSNL, 3,893 of 12,041.
- The same campaign's city-drive table recorded much lower no-coverage shares. The highway result measures the tested samples on 17–21 August, and the regulator has not published a repair timetable in this release.
A download speed can look splendid while the road disappears from the network. In TRAI's 30 October release and tables, RJIL averaged 44.48 Mbps in download tests on the Nubra Valley–Pangong highway. Its voice test on the same route recorded no coverage in 5,979 of 9,930 samples: 60.2%. The speed describes sessions that could be measured. The blank signal samples describe the journey a speed headline leaves out.
This was a substantial drive. TRAI's appointed agency tested Leh and nearby areas from 17 to 21 August: 62.6 kilometres of city driving, seven hotspots, 1.1 kilometres on foot and 396.3 kilometres of highways. The high-altitude route to Pangong has its own table. Airtel registered 4,491 no-coverage samples out of 12,272, or 36.6%; BSNL, 3,893 of 12,041, or 32.3%. RJIL's 60.2% is the starkest entry. These are shares of sampled voice-test observations, each with its operator-specific denominator. TRAI does not convert them into kilometres of dead road.
The contrast is inside the same official press record. In the city-drive table, no coverage appeared in 155 of 9,318 Airtel samples, 209 of 8,977 BSNL samples and 361 of 8,371 RJIL samples: about 1.7%, 2.3% and 4.3%. The report gives operators a hard question: which specific stretches and sites make the Pangong road so different from the better served city circuit?
The voice figures sharpen the issue. On the Nubra–Pangong route, TRAI counted 11 dropped calls among 67 successfully established Airtel calls, 17 of 64 for BSNL and 16 of 60 for RJIL. Those small denominators belong beside the figures. A call that never established belongs to a different failure category; it cannot appear in a dropped-call numerator.
TRAI says the results describe the route and time tested and that it sent them to the providers. Its release supplies no dated repair commitment or follow-up test. The next useful public record is a segment-by-segment remediation plan, followed by a repeat drive over the same road. Until then, the fastest speed sample has a rather short jurisdiction.
