The plan includes upgrading 4,387 existing village-council connections to a ring-based network and connecting eight additional councils. It also targets 439,049 fibre-to-the-home connections over five years. That figure is a rollout target, not a count of active connections.

The programme includes middle-mile infrastructure and a state network operations centre for monitoring and management. Reporting identifies cooperation between the Jharkhand government, Digital Bharat Nidhi and public-sector implementation bodies, while BSNL is expected to provide project-management consultancy support.

The assessment

The agreement sets two different delivery tasks: upgrading the shared network that reaches villages and extending connections from that infrastructure to individual premises. Progress on one does not automatically mean progress on the other.

Ring-based architecture can give traffic an alternative route when part of the network fails, improving resilience at the shared-network level. Households and institutions still need last-mile fibre installed and activated before they can use the service. The five-year FTTH target therefore provides a separate measure of whether expanded network reach becomes usable access.
