Summary

  • AS41754 (ERTH-PENZA-AS) is registered in the RIPE Database with remarks reading "CJSC "ER-Telecom holding" Penza branch / Penza, Russia", organisation ORG-RA21-RIPE (JSC "ER-Telecom Holding", Perm), created 2006-10-19 and last-modified 2018-09-04. These fields are established from third-party mirrors of RIPE output because the primary RDAP endpoint did not return retrievable data; see the registration evidence at https://ip.cc/topic/asn/AS41754/ and the corroborating mirror at https://whois.ipinsight.io/AS41754.
  • In live routing, AS41754 announces roughly 53–56 IPv4 prefixes (mirrors disagree within normal collection variance) and 5 IPv6 prefixes, and it is single-homed: every tracker consulted shows exactly one upstream and one peer, AS9049, the ER-Telecom Holding transit ASN. CIDR Report observed 83,968 originated IPv4 addresses across 54 prefixes, with observed AS paths transiting AS9049. See https://ipgeolocation.io/browse/asn/AS41754, https://bgp.tools/as/41754, https://www.cidr-report.org/cgi-bin/as-report?as=AS41754&view=6447 and https://ipinfo.io/AS41754.
  • The RIPE role object named "Network Operation Center CJSC ER-Telecom Company Penza branch" (ETHD2-RIPE, created 2007-01-26) carries internally contradictory address lines: a branch label reading "Irkutsk branch" above a Perm street address. This is reproduced identically across two independent mirrors, so it originates in the registry record itself, not in the mirroring services. See https://ip.cc/topic/asn/AS41754/ and https://whois.ipinsight.io/AS41754.
  • Attribution should be graded, not binary. Routing behavior (what prefixes AS41754 actually originates and through which upstream) is the most dependable layer; the aut-num/organisation linkage to ORG-RA21-RIPE is dependable second; role-object descriptive text and third-party labels are the least reliable layer, as demonstrated by one tracker mislabeling AS41754 as a "Moscow branch".

A branch ASN, not an independent operator

The registration facts are straightforward as far as mirrors allow. The aut-num AS41754 was created on 19 October 2006 under the RAID maintainer, with organisation ORG-RA21-RIPE resolving to JSC "ER-Telecom Holding", a registered LIR in Perm whose Russian company registration number is recorded as 1065902028620. The aut-num's remarks name the Penza branch, and its registered routing policy imports all routes from AS9049 and announces the as-set AS-PENZA to AS9049. The abuse contact field in the record points to the holding's Dom.ru consumer-brand domain, and one tracker lists the ASN's website as dom.ru.

The as-set AS-PENZA, created the same day as the aut-num, groups AS41754 with AS199054, AS47618, AS12500 and AS-ZL under the descriptive text "JSC "ER-Telecom Holding" Penza branch, Penza, Russia".

What the routing table actually shows

Live BGP views are consistent across collectors. AS41754 is classified as an eyeball network announcing 54 IPv4 and 5 IPv6 prefixes in the bgp.tools snapshot, 53 IPv4 routes in one tracker's snapshot and 56 in another — ordinary variance across collection points and times. The prefix set includes Penza-region aggregates such as 94.181.128.0/18, 37.113.32.0/19, 109.194.128.0/20 and 109.194.240.0/20, with more-specifics of the same aggregates also announced. IPv6 announcements span 2a02:2698:5c00::/38 and four deaggregations down to /47 and /48.

Every consulted source — bgp.tools, IPinfo, CIDR Report, IPGeolocation — agrees that AS9049 is the sole upstream and sole peer. PeeringDB identifies AS9049 as "ER-Telecom", organisation JSC "ER-Telecom Holding", with "Also Known As Domru.ru, Дом.ru" — and from the upstream side, bgp.tools shows AS9049 serving 396 downstream ASNs, of which AS41754 is one among many regional branch ASNs (Omsk, Saint-Petersburg, Yekaterinburg, Irkutsk and others).

The inconsistent role object

The single most instructive artifact in the record is the role object ETHD2-RIPE, named exactly "Network Operation Center CJSC ER-Telecom Company Penza branch" and carrying administrative and technical contact RAID1-RIPE. Its address block reads, in sequence: "CJSC "ER-Telecom Holding" Irkutsk branch", then "shosse Kosmonavtov, 111", then "614099 Perm'", then "Russian Federation". An object named for Penza is labeled Irkutsk and addressed in Perm.

Two independent mirrors reproduce the same lines, and the same Perm street address appears in the organisation object for the holding itself. The most parsimonious explanation is template reuse: a role object copied across the holding's regional branches, with one city label left unedited. It is a data-quality defect, not evidence of misrepresentation — and it demonstrates that role-object address fields cannot be trusted for geographic attribution.

What this establishes and what it does not

Public evidence establishes three things firmly: the registry links AS41754 to the Penza branch of ER-Telecom Holding; the ASN originates real, stable consumer address space in Penza-sized aggregates; and its routing is entirely dependent on holding transit. Public evidence does not establish that the branch employs its own network staff, maintains its own NOC, or exercises independent routing policy. Single-homing is suggestive of centralised operations, not proof of their absence.

Readers should treat "Network Operation Center CJSC ER-Telecom Company Penza branch" as a registry-recorded branch identity with confirmed routing function inside the holding, and should not infer local operational substance from the registry label alone.
