He supports adding origin-AS information to WHOIS, initially allowing optional provision. His later preference for AS originador concerns Spanish wording, and he explicitly accepts the alternative wording if participants regard the terms as equivalent; neither message withdraws the earlier qualified support.
Inclusion of ASN in the whois when available
Assessment: Consistent · He supports adding origin-AS information to WHOIS, initially allowing optional provision. His later preference for AS originador concerns Spanish wording, and he explicitly accepts the alternative wording if participants regard the terms as equivalent; neither message withdraws the earlier qualified support.
Conditions: These are discussions of the 2010 proposal, including its informal development before formal submission, not the 2021 replacement.
2010/8/6 Flavio Marcelo <fmca at yahoo-inc.com>:
Christian
En espa?ol a mi me gusta mas AS originador. 2010/11/30 Carlos Martinez-Cagnazzo <carlosm3011 at gmail.com>:

The concern that financially pressured operators could sell away needed IPv4 resources is followed by an argument that a regional transfer restriction would help technical staff resist that pressure. The second message develops the earlier concern rather than reversing it.
Inter-RIR IPv4 Address Transfers
Assessment: Consistent · The concern that financially pressured operators could sell away needed IPv4 resources is followed by an argument that a regional transfer restriction would help technical staff resist that pressure. The second message develops the earlier concern rather than reversing it.
Conditions: This finding covers the two available messages from 30 April 2013; it does not establish his position on later versions.
Inter-RIR IPv4 Address Transfers · Modification to the text describing ASN distribution requirements
Assessment: Consistent · Concern about selling scarce IPv4 resources and support for easier allocation of 32-bit ASNs address different resource constraints. His stated reasons distinguish financial pressure over IPv4 from ASN availability and BGP needs, so the different policy preferences do not demonstrate a contradiction.
Viewpoint consistency: Insufficient evidence to assess consistency
He explicitly renews his support for the proposal and says he previously supported it at the public forum. Only one retained message is available here, so the earlier statement and long-term consistency cannot be independently compared.
Adapting the allocation / assignment policy for IPv4 exhaustion.

Conditions: The earlier public-forum endorsement is reported by the author, not independently supplied in this evidence set.
Christian 2014-02-26 1:57 GMT-02:00 Luis Balbinot <luis at luisbalbinot.com>:
Viewpoint consistency: Consistent
He repeatedly favors simplifying ASN eligibility for networks that need BGP, including networks with their own prefixes and only one upstream. His procedural reminder that the community sets policy and staff apply it does not contradict that position.

Assessment: Consistent · He repeatedly favors simplifying ASN eligibility for networks that need BGP, including networks with their own prefixes and only one upstream. His procedural reminder that the community sets policy and staff apply it does not contradict that position.
Conditions: The broad request-based language is read alongside his repeated BGP and interconnection rationale. · This is consistency of the stated eligibility argument, not a claim that every proposed wording was identical.
