  • The disconnect is the finding: an aggregated directory association can point at the wrong ASN, and the proof of the error lives in primary registry data, not in the association label.

A BTW directory entry links Xiamen Tashan Network Technology to two autonomous system numbers, AS203837 and AS151194, at "high confidence" (BTW directory). The public record now contradicts the second half of that association. The APNIC whois block for AS151194 lists the holder as "Zhu Yucheng / STELIGHT-AS-AP", at a Fengxian District, Shanghai address, under organisation ORG-ZY1-AP with a separate sponsoring organisation; no field in that block mentions Xiamen Tashan or its Fujian registration.

The routing evidence sharpens the picture. Multiple independent aggregators observe AS151194 originating IPv6 space: two /48 prefixes — 2406:840:e57e::/48 described as "CN-STE-Light-V6 STE Light Network Service with V6" and 2406:840:fefe::/48 described as "ZX-CUSTOMERS-1 Customer Assignment Block 1" — both carrying RPKI VALID status for origin AS151194 (records.ping.pe). bgp.tools counts one visible IPv6 prefix, upstreams AS198025 and AS139317, and roughly 32 peers (bgp.tools). PeeringDB carries a self-described record for "STE Network", a non-profit personal-ISP project started in 2019, with an AS-SET and a looking glass (PeeringDB). This is an operating network — but under the STE identity, not Xiamen Tashan.

By contrast, the ASN the company actually holds tells the opposite story. AS203837 is registered in RIPE as "Xiamen-Tashan-Network-Technology" under ORG-XTNT1-RIPE, with registration number 91350211MACQB4NJ51 and an address on Chengyi Avenue in Xiamen, Fujian; the whois shows policy statements referencing AS63473, AS3214 and AS20473, and the object was created in November 2025 (IPIP.NET). Yet no observed routes follow. IPinfo lists zero IPv4 addresses, zero IPv6 addresses and zero prefixes, labelling the AS "Inactive" as of its last update (IPinfo). Radar by Qrator reports zero providers, customers, peerings, prefixes and visibility (Radar by Qrator).

The prior BTW story on this subject (11 September 2026) carefully declined to assert any holder, prefixes or neighbours for AS151194, framing the company-to-ASN link as unverified (BTW story). The refreshed public record goes further than that caution anticipated: it does not merely leave the question open, it attributes AS151194 to a different, demonstrably routing party. The evidence boundary has moved, and the direction of movement is away from the directory's claim.

Two caveats bound the conclusion. Aggregator snapshots are point-in-time and platform-specific — bgp.tools' "0 IPv4" and PeeringDB's "10 IPv4 prefixes" conflict in the same record set, and neither is a live authoritative feed. And a zeroed dashboard is ambiguous between "not routing" and "data gated". What remains firm is the registration fact: AS151194 belongs to ORG-ZY1-AP, and Xiamen Tashan's registered, separate ASN has no observable routing footprint.
