A network switch in a cooling experiment is a relatively bounded proposition. Designing the facility around it is not. That change in scale is the useful way to read the memorandum of understanding between Submer and Edgecore Networks reported on September 10: the partners want to move coordination towards the beginning of an AI infrastructure project, where decisions about electrical supply, heat removal and networking can still be made together.

According to the announcement carried by CXO DX, the agreement covers opportunities in the Middle East, Türkiye and Africa, known commercially as META. It envisages joint solutions, customer opportunities and go-to-market activity. Submer brings advisory work, design and construction, IT integration, power infrastructure and thermal management. Edgecore contributes open networking, including switches for AI and machine-learning workloads, data-centre and optical networking, and disaggregated infrastructure.

The proposed connection is more specific than two suppliers selling to the same customer. Networking is to be considered alongside compute, monitoring and other critical IT infrastructure. In the account published by The Gulf Gazette, early alignment of networking, power, cooling and facilities is presented as a way to reduce integration complexity and improve readiness for deployment. These are stated objectives. The two reports relay substantially the same corporate announcement, not separate measurements of project performance.

There is a technical history

An Edgecore case study dated April 16, 2025 describes a single-phase immersion-cooling proof of concept at Stellium Data Centers in Newcastle. It brought together Submer cooling, Circle B server components, AMD processors and immersion-capable ORv3 network switches from Edgecore. This gives the new agreement a concrete antecedent: the companies have already described working together around equipment in an immersion environment.

Submer's account of that earlier deployment makes the integration problem more tangible. Its list includes coolant, servers, power shelves, busbars, a network switch and fibre cables from several contributors. The engineering task is therefore not exhausted by choosing a cooling tank or an open switch. Connections between components, their operating conditions and the way the combined system is maintained also matter.

That historical equipment list is not a specification for the new regional agreement. Nor does a proof of concept certify every future switch, cooling configuration or customer installation. The reviewed September announcement does not identify a commissioned campus, customer order, megawatt commitment or delivery timetable. It also does not disclose a single party accepting all integration liability. Reading those details into the MoU would turn a plan for cooperation into a product or contract that has not been shown.

What the buyer would be purchasing

The plausible commercial benefit is earlier resolution of incompatible assumptions. If power, thermal and network choices are coordinated before procurement, a buyer may have fewer boundaries to negotiate later. That is an inference about project design, not a reported saving.

The sharper distinction is between compatible parts and an accepted system. A project still needs agreed test conditions, a named owner for defects that cross supplier boundaries, and a maintenance arrangement that survives changes in individual components. The agreement expands where Submer and Edgecore intend to work together. Evidence of who will deliver and stand behind a particular installation would show what that expansion is worth.
