The status notice did not describe a complete outage across the Vint Hill facility or identify the specific device that failed. The available information therefore supports a localised connectivity incident associated with one rack rather than a failure affecting the entire data centre.
The assessment
For customers using servers on the affected rack, the rest of the data centre remaining available would not have kept those workloads reachable. A facility can stay operational while a smaller part of its network has a problem.
That distinction matters when customers place more than one server in the same data centre for redundancy. Separate machines may still depend on some of the same local network equipment or upstream paths. OVHcloud has not described the topology around V119G26, so the incident does not establish whether any customer's redundant setup failed.
