Summary
- India’s 2026 amendment adds a validity structure to the earlier requirement for at least one voice-and-SMS-only voucher: a matching offer for bundled plans lasting 30 days or less, a same-date monthly renewal option, and at least one longer-validity counterpart.
- The rule defines the offer a provider must make, not the price consumers will pay or the result they will experience. TRAI’s published catalogue, provider tariffs and later compliance evidence will determine whether the new choice is practical.
A choice has a clock
A prepaid mobile plan is a bundle of services and time. A customer buying voice, messages and data pays for a package that expires on a date. A customer who does not need data may want the same voice connection without the data component. If the only no-data alternative lasts several months, however, it is not a like-for-like option for someone choosing a short bundle or budgeting month by month.
India’s Telecom Consumers Protection (Thirteenth Amendment) Regulations, 2026 address that mismatch in the structure of special tariff vouchers. The Telecom Regulatory Authority of India’s register lists the amendment as released on 22 September; the Ministry of Communications’ announcement describes the main obligation. For each voice-SMS-data voucher with a validity of 30 days or less, a provider must offer a corresponding voucher for voice and SMS alone with an appropriate tariff reduction. The announcement also describes a validity renewable on the same date each month, using the month’s final date when that day does not exist, and at least one longer voice-and-SMS option corresponding to a bundled voucher’s validity. TRAI’s regulation entry links the final text; the ministry’s release summarizes its salient features.
The change is easier to understand against the previous rule. TRAI’s December 2024 amendment required at least one voice-and-SMS-only special tariff voucher with validity no longer than 365 days. Its current consumer FAQ describes these plans as prepaid voice and SMS without data and says they may run for up to a year. That created a separate product category, but did not ensure a short-period option next to every short-period bundle.
TRAI’s April 2026 explanatory memorandum said the early offers it observed clustered around 80 or 84 days and 336 or 365 days. It also said that providers initially did not reduce prices proportionately when they removed data, although prices later fell after public criticism. Those observations were the regulator’s stated reason for the draft, not an independent measurement of every provider’s catalogue. The new amendment responds by specifying more of the product’s time dimension, while still leaving “appropriate reduction” without a numeric formula in the ministry’s summary. The memorandum is useful context for the rule’s design, not proof of later compliance.
That distinction matters. A validity-matched option can make it possible to compare two products over the same period. It does not establish that the no-data option will cost less by an appropriate amount, appear in every sales channel, renew as described or remain easy to find. The released rule sets a regulatory expectation; observed catalogs and charges will show what consumers can buy. The amendment’s final text is linked from TRAI’s official regulations page.
TRAI says it received 1,132 responses to the draft and held an open-house discussion on 15 June. That count documents participation in the process. It does not show who responded, how many were low-income users, or whether people who rarely use data were represented. Heng Lu’s Note 73 offers a useful institutional distinction: participation can inform a decision, but attendance is not itself authority or proof of representation. Here, the rule’s force comes from the regulator’s formal act; the response count cannot stand in for consumer outcomes.
