Ownership closes the customer question
GW Ranch had already been presented as an enormous power-led campus for an unnamed hyperscale customer. Amazon’s confirmation changes the project’s commercial footing: the land and generation proposition now has a named buyer planning to build a data-centre campus.
It does not close the delivery question. A land transaction can precede financing, procurement, construction and occupancy by years. The acquisition is the current event; the earlier project concept and permit record remain context.
Building filings start, rather than finish, construction evidence
Data Center Dynamics reports three state filings covering three data-centre buildings and says work was expected to start immediately. Filings are useful because they define intended packages and timing, but neither an expectation nor a filed value demonstrates poured foundations, completed halls or installed servers.
The next reliable construction signals are contractor mobilisation, permit issuance, site progress and completion records. Those milestones should be kept separate from Amazon’s ownership date.
Two generation figures describe different envelopes
Pacifico advertises up to 7.65 GW of dispatchable generation. The preliminary TCEQ determination describes a nominal 5,000 MW simple-cycle gas installation comprising 35 turbines. These are not two measures of live capacity, and they should not be merged into one operational number.
The developer’s figure is a marketed maximum for a planned campus. The regulatory figure describes the plant configuration under review. Neither proves that a turbine has been installed, fuel secured or electricity delivered to compute equipment.
The emissions ceiling is not an emissions inventory
TCEQ lists proposed allowable annual greenhouse-gas emissions of 33,204,964.44 tons of CO2 equivalent. The decimal precision belongs to the regulatory model and ceiling; it is not a sensor reading and not a forecast of actual annual operation.
Observed emissions will depend on the equipment installed, utilisation, efficiency, fuel, operating hours and later control conditions. Reporting the allowance as realised pollution would skip every one of those variables.
Behind the meter is a starting design, not permanent isolation
The TCEQ material describes an on-site AI data centre whose plant cannot sell to or receive power from the local utility distribution system. Amazon, however, says the campus is designed to transition to grid-connected service as interconnection timelines permit.
The strategic question is therefore sequencing. Behind-the-meter generation may enable an earlier start, while a later grid connection could change cost allocation, reliability, dispatch and emissions. “Off grid” is not a safe description of the project’s entire life.
Storage, solar and water remain prospective
Pacifico pairs its gas proposition with 1.8 GW of battery storage and up to 750 MWac of solar. Amazon says it is exploring solar and batteries, and plans non-potable water and custom cooling. All describe intent or design, not delivered capacity or measured water use.
Evidence should arrive as procurement, interconnection, construction and commissioning records. The same discipline applies to expected thousands of jobs: headcount, duration and local hiring need measurement after work begins.
The operating proof comes after first power
Pacifico targets first power in Q1 2027, 1 GW online during 2028 and more than 5 GW by 2031. Even if met, electrical availability will not equal occupied IT load. Buildings must be completed, equipment installed and customers’ workloads commissioned.
GW Ranch should therefore be followed through separate ledgers for land, buildings, generation, storage and solar, grid interconnection, compute occupancy, water and emissions. Amazon’s name makes the project more credible; it does not collapse those clocks into today.
