Summary
- CZPE approved Voltalia’s proposed Pecém data centre for future installation in an export-processing zone; the stated investment is R$181.7bn and the project is not yet described as operating.
- That figure is 88.2% of the R$206bn planned across five projects. The government’s forecast of R$40bn in annual exports from 2029 covers all five, not Voltalia alone.
Analysis
The arithmetic has a star and four supporting actors. Voltalia’s proposed data centre accounts for about 88 cents of every planned investment real in the five-project package approved by Brazil’s National Council of Export Processing Zones. The R$40bn-a-year export forecast, however, is for the package as a whole. It is not a revenue forecast for the data centre.
That distinction matters because the investment figure is large enough to swallow the story whole. The MDIC says the project is planned for Pecém, Ceará, with R$181.7bn in investment, 2,300 direct implementation jobs and 400 operating jobs. It also describes plans to expand wind and solar generation for the facility and use reused water for cooling. These are announced plans, not an operating record.
Resolution 122 approves Voltalia Energia do Brasil’s service project exclusively for the external market, for future installation in the Pecém zone. The phrase “future installation” is doing useful work. Approval is a gate, not a server hall. The official release gives no capacity, commissioning date, capex schedule, financing close or project-specific export estimate.
Ceará’s city-government account said the company would begin seeking state and municipal environmental licences and permits after CZPE approval. That places permitting on the path ahead; it does not document a completed permit. The project’s planned renewable supply and water reuse add two more operating dependencies to track, without telling readers how much power or water the site will need.
The next useful numbers are therefore mundane ones: entity formation, the installation application, permits, construction milestones and a project-level export figure. Until those arrive, R$181.7bn describes ambition with unusual precision. The forecast attached to it belongs to five projects, which is a less convenient headline and better accounting.
