Three names in a routing policy can look like diversity. One name in an observation can look like concentration. Neither reading is safe without knowing what each dataset records.

The RIPE aut-num object for AS202826 uses the name POLBOX, links the number to ORG-PML10-RIPE and marks it ASSIGNED. Its registered policy statements describe imports from AS174, AS1200 and AS200904 and exports of AS202826 to each of them. Those lines are declarations in the routing registry. They are useful for identifying intended relationships and the parties an operator has chosen to name publicly. They are not a packet trace, a current commercial contract or a physical-path diagram.

The RIPEstat neighbour response supplies a different kind of evidence. For the observation dated 3 September 2026, it returned AS200904 as the single left-side neighbour. This is a capture-time view derived from routing visibility. It does not establish that the other registered relationships were terminated, inactive or unavailable. A relationship can be registered yet not visible to the collectors in a particular window; it can be used selectively, appear through a different path or no longer describe current production. Only the operator and its counterparties can resolve those possibilities.

The distinction becomes more important when the network evidence is placed beside the product. The PolBox.TV English homepage presents Polish online television for viewers abroad and identifies televisions, computers, tablets and smartphones as viewing surfaces. Its service navigation includes live television, video on demand, a video library, programme archive, timeshift, multiroom and multiscreen functions. Each feature depends on more than an autonomous system. A session may traverse a customer’s access provider, authentication services, application infrastructure, a content origin or cache, transit and interconnection, and the device software itself.

That chain makes the AS record relevant without making it comprehensive. Network-resource evidence can identify one administrative and routing surface. It cannot, by itself, show which media files or live streams use the observed prefixes, whether delivery is distributed through third-party infrastructure, where content is cached, or which party handles an application failure that occurs while the network remains reachable.

The legal-to-network join is reasonably specific. The RIPE organisation object names Polbox Media Ltd, records the British Virgin Islands country code, registration number 1875844 and organisation type LIR, and gives a contact address on the polbox.tv domain. That domain-level match is stronger than a similar trading name alone. It connects the public service identity to the number-resource organisation, while stopping short of proving how every customer contract, licence, platform component or support obligation is allocated.

RIPE also links the range 185.142.132.0–185.142.135.255 to ORG-PML10-RIPE under the netname VG-POLBOX-20160309 with status ALLOCATED PA. In the RIPEstat window from 21 August through 4 September 2026, AS202826 announced four /24s covering that /22 range. This makes the observed footprint traceable at a stated time. It does not identify servers, customer locations, traffic volumes, capacity, latency, packet loss, content origins or the proportion of viewing sessions that used those addresses.

A buyer or distribution partner therefore needs two maps rather than one. The first is the public evidence map: legal entity, LIR organisation, ASN, registered policies, observed prefixes and observed neighbours. The second is the operational delivery map: application owner, authentication service, origin and caching design, active transit, customer-access dependence, monitoring, support, incident escalation and restoration authority. The two maps should join, but they should not be collapsed.

The same discipline applies to service geography. “Television abroad” describes the intended customer proposition. It does not mean that every location, access network or device receives the same bitrate, latency, buffering rate, channel availability or support outcome. Public routing data cannot supply those missing measurements. Nor can a list of supported devices show whether performance problems arise in the home network, access provider, interconnection, application layer or content-delivery path.

For diligence, the useful test is reproducibility. Ask which prefixes and delivery platforms serve each target market; which registered relationships are active; whether content origins and caches share facilities or upstreams; how authentication and playback are monitored; what telemetry distinguishes an application fault from an access-network fault; and which entity owns communication and restoration at each layer. Then test the actual service from representative networks and devices over time.

The defensible conclusion is limited. Polbox Media Ltd has a traceable public join to ORG-PML10-RIPE and AS202826. The ASN has three registered policy relationships, while one RIPEstat observation returned one neighbour and four announced /24s. Those facts make the delivery chain easier to question. They do not answer whether PolBox.TV is diverse, resilient, well provisioned or consistently available.
