A customer can encounter three labels before reaching the network itself. Axians is the commercial identity. Plusine Systems B.V. is a legal entity. PLUSINE-AS is the name attached to AS198508 in the RIPE database. None is necessarily misleading. Each answers a different question, and trouble begins when a procurement file treats them as interchangeable.

Axians Netherlands provides the clearest legal bridge. Its legal-information page says the listed companies use Axians as a trade and brand name, then gives Plusine Systems B.V. an Alkmaar address, KvK number 34058168 and a Dutch VAT number. VINCI's 2025 list of controlled companies adds a group-control layer: it places Plusine in the Netherlands, records a 100% interest and describes the entity as fully consolidated. These are first-party corporate disclosures. They establish how the group presents group control and branding; they do not specify which entity signs a particular service agreement or staffs a network operation.

The RIPE record supplies a second join. ORG-PSB4-RIPE names Plusine Systems B.V., repeats registration number 34058168 and the Alkmaar street address, classifies the organisation as a Dutch LIR and identifies operational and abuse contacts. The matching registration number is more useful than a loose name resemblance. It connects the public legal record used by Axians to the number-resource organisation used in RIPE.

AS198508 creates the third identity. Its aut-num object uses the name PLUSINE-AS, links back to ORG-PSB4-RIPE and has ASSIGNED status. The registered policy declares imports from AS31477 and AS39704 and exports AS198508 to both. RIPEstat's capture-time neighbour response likewise returned AS31477 and AS39704 as left-side neighbours. Agreement between a registered policy and an observed neighbour list is useful corroboration. It does not turn either source into a contract, a topology diagram or a resilience certificate.

At the observation window ending 3 September 2026, RIPEstat listed seven announced prefixes for AS198508: the IPv4 aggregates 37.75.224.0/21 and 185.168.4.0/22, four /24 components within the latter, and IPv6 prefix 2a00:8440::/32. That is evidence of an observable routing footprint at a stated time. It does not show which customer products used those addresses, where equipment stood, how much spare capacity existed or which company employee could restore a failed circuit.

The distinction matters because brand integration can simplify selling while making responsibility harder to see. A contract might use Axians branding, a registry might still use Plusine, and an incident ticket might depend on an upstream identified only by ASN. If the customer has recorded only the brand, escalation can lose time at the exact moment when legal accountability, technical control and supplier access must line up.

The dependency evidence also needs restraint. Two upstream identities do not establish two independent paths. They may share ducts, buildings, power, exchange infrastructure, subcontractors or operational processes. Public BGP data cannot reveal all of those common failure modes. A buyer should ask for a current path and responsibility map, tested escalation contacts and evidence of failover under conditions that resemble the buyer's own service.

The defensible conclusion is narrow. Public sources make it possible to join Plusine Systems B.V., the Axians brand, VINCI's group-control disclosure, ORG-PSB4-RIPE and AS198508. They do not prove a particular service's performance or resilience. Procurement should preserve the join while demanding the missing operational evidence.
