The fact

Pantheon Atlas LLC has unveiled Pantheon AI, a planned AI data centre and innovation campus in Topusko, Croatia. The project is expected to exceed €50 billion over time as hyperscale tenants deploy equipment and technology. The site will span 310 acres, expandable to 450 acres, with 1GW total capacity and 800MW usable IT load. Construction is scheduled for early 2027, with full operations targeted in Q1 2029. Power infrastructure includes a 500MW on-site solar plant, 8,000MWh battery storage and four independent 400kV transmission lines designed to support large-scale renewable integration.

The Assessment

The proposal combines capacity, renewable power and network resilience in one package rather than marketing data hall space alone. With established hubs facing low vacancy and slower grid connections, new AI demand is moving towards markets with available land and power. If early phases are delivered, Croatia could strengthen its role in Europe’s digital infrastructure landscape.

What to watch

Watch for signed power agreements, named hyperscale tenants and first-phase capacity commitments. Those milestones will provide the clearest indication of whether the project moves from concept to credible delivery.
