The new APNIC analysis of India’s Internet ecosystem separates two advances that are easy to conflate: a growing local interconnection fabric and expanding routing-security data coverage. Both are material. Neither, by itself, proves that every part of the network has the same operational resilience.

APNIC puts the July exchange count at 31 and says 85% of the country’s 2,957 active networks were attached to an IXP. It also flags geography: only seven of 169 population centres with more than 300,000 people host an exchange. That is a useful concentration signal. It says where local exchange capacity is visible, not which cities, operators or users are well served in every condition.

The control-plane split is sharper. APNIC says valid route-origin authorization coverage rose from 72.11% in January 2024 to 82.95% in January 2025, reaching 88.04% for IPv4 and 97.91% for IPv6 by July 2026. Yet its reported share of networks filtering invalid RPKI announcements on 29 July is 0.99%, compared with 3.14% for APAC and 26.92% globally. ROAs and route-origin validation are complementary stages: a signed authorization can exist without a network using invalid-route filtering in policy.

The right reading is not that India lacks progress. APNIC also reports IPv6 capability at about 79% and more than 600 million users. It is that operational safety depends on the handoff from public data to local policy, and on how interconnection is distributed. The source does not measure outages, assign causes, or say any individual network is misconfigured.
