Summary
- ICANN’s Board approved a US$20 million transfer from the Operating Fund to the Project Fund on 22 October.
- The approval follows a June 30 surplus and a three-month operating-expense floor; individual projects still require Board approval.
A fund can acquire a new name without acquiring a dollar. On 22 October, ICANN’s Board supplied the dollar part: its approved resolution authorizes a US$20 million transfer from the Operating Fund into the Project Fund. Staff and the Board Finance Committee recommended the amount after the Operating Fund showed at least that much surplus on 30 June. The operating account must retain a minimum of three months’ expenses.
This is the missing middle of a financial story. In May, the Board renamed the former Supplemental Fund for Implementation of Community Recommendations and opened its successor to a wider class of qualifying projects. It also asked management to write the qualification rules. Those decisions made a larger doorway; October’s vote moves money through it. The Board’s new resolution names no project. Spending from the Project Fund will come back for its own Board approval.
The distinction is less pedantic than it sounds. A balance inside a special fund can make a multi-year undertaking possible even when the annual budget is a poor fit. It can also let a vague “future project” absorb scrutiny unless the next decision records the beneficiary, cost and authority. ICANN says the Reserve Fund allocation is considered or decided before a Project Fund transfer, and that the Operating Fund keeps its three-month floor. Those are the first two checkpoints. The eventual project vote is the third.
For now the boardroom has approved a route for the cash, not an itinerary for a project. Watch the next minutes: that is where the closed ledger opens.
