The fact

HUMAIN and DataVolt said on 31 August that they had expanded their partnership to jointly develop 100MW of DataVolt's 360MW first-phase AI data-centre project at Oxagon in NEOM. Construction is under way, with the first 100MW anticipated to be available in 2028. DataVolt also said the groundbreaking marks the start of construction on the full 360MW first phase of a wider planned 1.5GW campus.

The facility is designed for high-density AI and cloud workloads and is expected to combine renewable energy sources, advanced cooling and high-performance computing infrastructure. DataVolt is responsible for developing, financing, delivering and operating large-scale digital infrastructure, while HUMAIN contributes capabilities across the AI stack. NEOM and DataVolt said in 2025 that an initial $5 billion investment would fund the campus's first phase.

The Assessment

HUMAIN and DataVolt now have a specific 100MW block to deliver by 2028. That gives the project a near-term target that can be measured against construction progress, rather than relying on the much larger campus figures alone.
