Summary
- The NRO says UN DESA formally accepted its US$100,000 contribution to the Internet Governance Forum on 28 August 2026; the NRO announced it on 22 September.
- The IGF’s donor table lists US$75,000 for the NRO in each year from 2019 through 2025, but neither that pre-August snapshot nor the NRO notice documents a transfer.
The NRO’s contribution to the Internet Governance Forum has moved above its recent recorded level. The NRO said on 22 September that UN DESA had formally accepted a US$100,000 contribution on 28 August, intended to support IGF activities and its Secretariat. The amount is US$25,000, or one third, above the US$75,000 recorded for each of the preceding seven years.
That comparison comes from the IGF Secretariat’s donor status table, which says it was last updated on 2 February 2026. It lists US$75,000 for the NRO in every year from 2019 to 2025. The UN’s 2023 financial annex records the same year’s US$75,000 pledge and receipt. The February page predates the 2026 acceptance; its 2026 section cannot confirm what happened afterward.
The increase is not historically unprecedented. An NRO Executive Council presentation from 2013 said the annual IGF contribution had then been increased to US$100,000. The 2026 announcement does not explain the intervening changes, say whether the latest amount will recur, or identify a separate share for AFRINIC, APNIC, ARIN, LACNIC or the RIPE NCC.
The NRO describes the payment as reflecting the five RIRs’ commitment to Internet governance. It does not say that each registry contributed an equal amount or disclose which institution approved or funded a share. The contribution’s stated purpose is broad: support for IGF activities and the Secretariat, rather than a named meeting, grant programme or project.
That distinction matters because the IGF’s financing structure separates its annual meeting from the Secretariat’s work. The Forum’s funding page says host countries bear most annual-meeting costs, while Secretariat activities are supported by extra-budgetary contributions paid into a multi-donor Trust Fund administered by UN DESA. The General Assembly’s 2025 resolution established the IGF as a permanent UN forum and called for sustainable resources. That context does not show that the resolution set the NRO’s contribution.
Nor does formal acceptance complete the financial record. The IGF’s published process places review and acceptance before signature of a Standard Trust Fund Agreement and transfer to the fund. The NRO notice confirms acceptance but supplies no agreement, transfer date or expenditure detail. The defensible update is therefore a higher accepted amount against seven recent US$75,000 entries—not proof of payment, a new recurring rate, or a change in IGF decision-making.
