Summary
- LACNIC’s 3 November cumulative transfer original has eight 2026 rows with specified IPv4 intervals from
UNIVERSIDAD AUTONOMA DE SAN LUIS POTOSI. They cover 21,504 nonoverlapping addresses inside148.224.0.0/16, assigned to seven named recipients between 8 January and 25 August. - The 27 March move of
148.224.64.0/18to TOTAL PLAY TELECOMUNICACIONES accounts for 16,384 addresses, 76.19% of those specified transfers. All eight exact ranges have current LACNIC RDAP objects. A ninth university row dated 7 January has null address bounds and is excluded from the total.
The most consequential line in this LACNIC file is hardly subtle. On 27 March 2026, the source field names UNIVERSIDAD AUTONOMA DE SAN LUIS POTOSI. The recipient is TOTAL PLAY TELECOMUNICACIONES, S.A.P.I. DE C.V.. The transferred range is 148.224.64.0 through 148.224.127.255: a /18 with 16,384 IPv4 addresses. The current exact /18 RDAP object names Total Play as registrant. This is a dated registry move with a matching present-day holder, not merely a large block mentioned in passing.
The other seven specified rows make the story less like a single handover. A /23 went to MASTER DA WEB DATACENTER LTDA on 8 January. Another /23 went to RAFAEL RIGOBERTO LOPEZ OROZCO on 17 February. April brought two /24s, one to Devel Group and one to JOSE MANUEL JACINTO GARCIA. On 15 July, a /21 went to WIFIMAX CONNECTION S.A.S DE C.V and a /23 to Jose Antonio Luna Castillo. A /22 followed to Rafael on 25 August. Those intervals hold 5,120 addresses together. The recipient name Rafael appears twice, so eight specified rows have seven distinct recipient names.
Add the transferred intervals, not the original_set parents. The eight ranges do not overlap and sum to 21,504 addresses. The March, April and August rows show the surrounding 148.224.0.0/16 as an original set; adding that /16 each time would manufacture an absurdly large number. The actual transfer_set is the evidence. The /18 alone supplies 76.19% of the specified address count. The other seven rows show why a single total cannot explain how a once-associated block was parcelled out.
LACNIC’s current exact-prefix RDAP records cover all eight specified intervals. The /21 names WIFIMAX as registrant; the /23 for MASTER DA WEB names that recipient. One match is more complicated: the transfer file calls the April /24 recipient Devel Group, while its present RDAP object names DEVEL SECURITY, S.A.. The exact addresses match. A corporate identifier or change record would explain the different display names. The public evidence already supports the resource path without pretending the two labels are interchangeable.
There is also a ninth 2026 row from the university, dated 7 January, whose source and transferred IPv4 bounds are null. That specific blank has been investigated in a separate article. It adds no countable addresses here. This report follows the eight rows with numbers and the seven named destinations they actually specify.
LACNIC has recorded the administrative chain. It has not published the university’s governing decision, consideration, contracts or service migration plan. Those documents would explain why the resources moved and what the institution retained. The public ledger still gives an answer to a harder technical question: which exact addresses left, when, and where the registry says they went. A public institution’s address history should be auditable at that level, especially when the block fragments into separately registered pieces.
Registry originals: LACNIC transfer snapshot; exact RDAP for Total Play /18, WIFIMAX /21, MASTER DA WEB /23 and Devel-named /24. University original: UASLP’s own description of its public status. Other exact RDAP records: 148.224.40.0/22, 148.224.44.0/23, 148.224.47.0/24, 148.224.56.0/23.
