Summary
- A regional Internet registry is not a shop that customers can abandon when service disappoints them.
- Internet number resources must remain unique, and each registry serves a defined region.
LACNIC therefore offers a revealing test of the Number Resource Organization. The NRO can protect stability, spread the cost of common infrastructure and give five regional systems a coherent global voice. Yet the same arrangements can soften competitive pressure. The economic question is not whether registries should coordinate. They must. It is which institutions can prevent necessary coordination from becoming comfortable insulation.
A public good assembled by five regions
The five RIRs created the NRO in 2003 as a coordinating body. Its remit includes joint technical work, global statistics, Internet governance and global policy. The NRO’s own description is precise about the division of labour: it facilitates coordination among the registries rather than replacing the operational work each performs.
That arrangement produces genuine public goods. A globally coherent registry system depends on unique records and compatible practices. RPKI coordination gains value across regional boundaries. A common voice can reduce the transaction cost of dealing with ICANN and other global institutions. The IANA Numbering Services Review Committee adds a regional channel for examining whether PTI delivers the agreed numbering service level. None of those benefits fits neatly inside one RIR’s balance sheet.
The founding NRO memorandum shows how the bargain was designed. The Executive Council has one representative from each RIR. Joint activities, resource commitments and contracts require unanimity, while common expenses are divided equally unless another allocation is agreed. Chairing roles rotate. These rules make it difficult for one large region to dictate terms to four others. They also make coordination a five-party negotiation every time resources or authority are committed.
That is stability’s price: broad ownership can be slow ownership. Unanimity blocks domination, but it can also give every incumbent a veto. Equal cost sharing is simple and visible, but it may not track who benefits most from a project. Coordination is not free merely because its machinery is collegial.
LACNIC receives resilience and keeps a regional mandate
The most concrete insurance mechanism is the Joint RIR Stability Fund. It formalises mutual operational or financial support when a registry faces a serious threat. Activation requires unanimous NRO Executive Council approval, and the RIR finance officers jointly manage and account for assistance. The page records a LACNIC pledge of US$100,000 in October 2022, alongside commitments from the other four registries.
This is economically significant even if the fund is never drawn. A registry disruption would not remain regional: routes, allocation records and user confidence cross borders. Mutual support internalises part of that spillover. LACNIC contributes to the safety net and gains access to collective resilience larger than its own pledge.
But insurance can alter incentives. A backstop may reduce the cost of failure to the institution receiving help, while unanimity may delay aid precisely when time matters. The published sources do not tell us whether either effect has occurred. They do establish the mechanism. The sensible conclusion is narrower: the fund should be judged by activation rules, disclosure and post-event accountability, not by the comforting size of a headline total.
LACNIC’s participation in the NRO Number Council provides a second channel. Under the founding arrangement, every region has three Number Council seats: one appointed by its RIR board and two chosen through an open regional process. LACNIC-region representatives have publicly described cross-regional consultation on global registry governance in a LACNIC account. Global coordination, then, is not meant to erase regional voice. It is meant to carry regional voice into a common process.
