Summary

  • A filtered Global NOG Alliance tracker records LAC-2025-2, Definition of ‘Organization’, as No consensus with 4 July 2026 as its last change.
  • Official government records show three materially different forms for a natural person conducting registered economic activity: Brazil's individual entrepreneur, Argentina's monotributista and Uruguay's unipersonal monotributo.
  • Those records do not prove who LACNIC accepts. They do show why a regional eligibility rule needs a dated map from national form to evidence family, decision reason and correction path.

One result, three different registration surfaces

The filtered policy tracker gives a narrow, verifiable event. Its LACNIC row names LAC-2025-2, labels the proposal Definition of ‘Organization’, records No consensus and dates the last change to 4 July. The index calls itself best-effort, so this article treats it as a tracker record rather than as an authoritative decision transcript.

An industry preview published before LACNIC 45 described the proposal's practical question. It said the text sought to make explicit that legal entities and natural persons engaged in registered economic activity could sit inside the eligibility boundary. Because the preview predates 4 July, it supports the proposal's subject, not the later result.

The new reporting lies outside both pages. Three government registers show that natural person engaged in economic activity is not one reusable document or legal label.

Brazil's official business-registration FAQ says an Empresário Individual is a natural person who conducts business in their own name and is not a legal person. It describes MEI as a simplified form of that individual entrepreneur. The record therefore separates business registration from legal-person status in explicit terms.

Argentina's official monotributo enrolment service is directed to personas humanas who sell goods, lease or provide services. It asks for a CUIT, fiscal password and electronic fiscal address. Uruguay's tax-authority guide describes a one-person monotributo business as a natural person registering as a taxpayer before starting economic activity.

These sources prove diversity of national registration surfaces. They do not prove that LACNIC accepts any one form, that its staff changed practice, or that the forms are legally equivalent. That is precisely the evidentiary gap the no-consensus result leaves visible.

The missing bridge is operational, not constitutional

No consensus is the state of a proposal, not a regional judgment on every sole trader. RFC 7282 explains rough consensus as finding and addressing sustained objections rather than counting votes. Without the objection record, it would be unsafe to infer whether the sticking point was wording, legal scope, evidence, implementation or something else.

A useful public bridge would not pronounce on national legal personality. It would state what the operator can inspect:

Public field Brazil example Argentina example Uruguay example Boundary
Applicant form Empresário Individual or MEI Persona humana in monotributo Persona física with unipersonal monotributo examples, not automatic eligibility
Issuing register business and tax registration CUIT and tax enrolment tax registration before activity identity of the public record
Evidence family identity, registration, authority identity, fiscal registration, authority identity, taxpayer registration, authority document families, not one regional form
Registry decision not established here not established here not established here must come from the accountable operator
Correction route not public in reviewed evidence not public in reviewed evidence not public in reviewed evidence should identify missing evidence and next action

The table changes the question from Is a monotributista an organization? to Which public registration and authority evidence satisfies the current applicant class, as of what date, and how can an error be corrected? That question can be answered consistently without publishing passports, tax certificates or business records.

Private precedent is the avoidable cost

When no dated map exists, repeat applicants and advisers learn the boundary through staff contact. A first-time operator sees only a broad noun. The resulting advantage is not technical merit but access to private precedent.

LACNIC could reduce that asymmetry with a five-part public note: accepted applicant classes; evidence families for each class; named implementation owner; effective date and change history; and reason codes with a correction route. Aggregate counts could then show requests held for identity, authority, registration or technical-need evidence, plus how many were corrected, approved, refused or withdrawn.

The record reviewed here discloses none of those volumes. It does not show the objections behind 4 July or any change in practice. Those unknowns must remain explicit. What the three national registers add is narrower but useful: a regional word cannot be executed consistently by assuming that every country packages an economically active natural person in the same legal container.
