Summary

  • In LACNIC’s 3 November 2026 cumulative transfer file, 11 exact IPv4 intervals each appear in two dated transfer_set entries. Those 22 entries concern 19,712 distinct addresses, not 39,424.
  • The second appearances came 438 to 2,402 days after the first. Two pairs have a different named source from the earlier named recipient; one transferred /22 now answers as four smaller RDAP objects.

A transfer ledger is easy to read when an address range makes one trip. LACNIC’s has eleven ranges that came back for a second receipt. Search all 1,922 transfer rows by the exact start and end of each IPv4 transfer_set, and eleven intervals occur twice. The duplicate dates are separated by anything from 438 days to 2,402. Put those 22 rows into a volume chart without reconciling the bounds, and 19,712 distinct addresses masquerade as 39,424. The two totals answer different questions. One counts the addresses; the other counts their appearances in dated transfer records.

The shortest interval is the 4,096-address 152.237.192.0/20. LACNIC records V.TAL sending it to GLOBENET on 20 February 2025, from LACNIC to ARIN. On 4 May 2026 the exact bounds appear again, this time Globenet to A5X and ARIN to LACNIC. That round trip has been reported as an individual case. The larger finding is that it sits in a group of eleven, and the other ten do not share its timetable or its cross-registry route.

Two Brazilian blocks moved through the log more quickly than some procurement cycles. 167.250.124.0/23 went from LIVE TELECOM to Harlan Lima de SA in September 2023, then from Harlan to Natel in April 2025: 575 days. 186.233.48.0/22 went from Cubo Networks to Delta Ativa in December 2022, then Delta to POWERNET in July 2024: 586 days. At the other end, 200.2.100.0/22 first appears in November 2019 and reappears in June 2026, 2,402 days later. The first entry’s recipient is Netw Telecom; the second entry’s source is ALAN MARCELO DA SILVA LTDA. The export supplies no intervening row under those exact bounds that explains the change of name.

The same break occurs on 45.173.21.0/24. Its first entry names 7FACILE SOFTWARE E INTERNET as recipient in May 2022. Its second, in August 2025, names TIAGO DOS S. MORAIS LTDA as source. An exact address match proves the number range returned to the log; it does not by itself prove that the named recipient in one row became the named source in the next. The missing link is a documented identity change or intervening registration event. LACNIC’s export is valuable precisely because this break can be seen, rather than silently glued together by a spreadsheet.

A third complication is more physical. 201.148.168.0–201.148.171.255 was transferred twice as one /22, first to HOSTINGFOREXSA in February 2019 and then toward RIPE in July 2022 to Tecnocolor TT Telecomunicacios S.L. Current LACNIC RDAP requests for its four constituent /24 starting addresses return TECNOCOLOR-CUST01 through CUST04, each with its own /24 bounds. The historical transfer unit and today’s most specific registration answer have different shapes. Ten other starting-address RDAP requests return the exact repeated transfer bounds; this one requires four child lookups. A current child record is no licence to assert the current holder of the entire old parent from one address.

The rest of the list is not a single fast-trading clique. The two 200.80.80.0/20 receipts are 821 days apart; 45.6.242.0/23 is 735; 138.186.208.0/22 is 1,399; 179.191.8.0/21 is 1,435; and 190.14.0.0/20 is 1,466. Each range has the same exact boundaries in its two dated LACNIC transfer rows. That is the common fact. Their organisations, registry destinations and later object boundaries differ.

LACNIC has published enough raw material for an honest second-pass ledger, but not a ready-made chain of title. The small design choice is to keep an immutable range key alongside every dated event and a separate field for the named holder in that event. Otherwise a repeated block becomes either twice the supply or a tidy ownership chain invented from adjacent cells. Eleven second receipts are a market history worth counting. The two name breaks and the split /22 are the bill for counting it carefully.
