Summary

  • APNIC’s adopted 2027 budget puts a 20% shortfall in new members at A$133,717 in lost total fees: A$87,517 annual dues and A$46,200 sign-up fees.
  • That one-at-a-time sensitivity is 21% of the A$635,695 planned operating surplus, though the Executive Council described the membership-revenue effect as immaterial.

APNIC’s 2027 budget has two ways to look at a missed membership target. Against A$32,779,816 in expected annual membership fees, a 20% change in new sign-ups looks small. Against the A$635,695 operating surplus the Executive Council approved, the same downside case removes about one-fifth of the cushion. The difference is the denominator, and the budget prints both.

The attached plan assumes 552 new members in 2027, including 132 from least developed countries, and 432 account closures. It estimates A$668,587 in total fees from new members: A$437,587 in annual dues and A$231,000 in sign-up fees. Twenty per cent fewer newcomers would lower that total by A$133,717—A$87,517 of annual dues and A$46,200 of sign-up fees. Holding the other budget lines fixed, that is 21.03% of the planned surplus. Twenty per cent more closures would cut annual membership-fee revenue by about A$96,701, equal to 15.21% of the same surplus. These are separate scenarios in APNIC’s own sensitivity table.

At its September meeting, the Council said a 20% variation in either new-member growth or closures would have no material effect on membership-fee revenue. That is a large A$32.78 million line, 88.8% of budgeted revenue. The Council unanimously adopted total 2027 revenue of A$36,924,444 and expenditure of A$36,288,749. Annual membership fees are budgeted to rise 7.5% from the 2026 forecast of A$30,491,665. APNIC says the pre-decided multi-year fee changes carry that increase; without them, membership-fee revenue would decline. The current fee schedule moves the base fee from A$1,295 in 2026 to A$1,356 in 2027, with the bit factor moving from 1.320 to 1.325.
