Summary

  • APNIC's 6 March 2023 original and 2 November 2026 cumulative file name Mempool Space K.K. as recipient of 103.99.169.0/24 and 103.99.170.0/23 from WIZ K.K. at 05:37:09 UTC on 6 March 2023.
  • APNIC's 3 November 2026 file keeps that timestamp and those ranges but changes the recipient label to Wiz & Associates K.K. Current exact RDAP cards for the /24 and /23 were last changed on 3 November 2026.

APNIC has given one old transfer two recipient names in two dated editions of its own ledger. The row is dated 6 March 2023, 05:37:09 UTC. It covers 103.99.169.0–103.99.169.255 and 103.99.170.0–103.99.171.255: a /24 plus a /23, 768 nonoverlapping addresses. The source remains WIZ K.K. The 2023 file says the recipient is Mempool Space K.K. So does the 2 November 2026 file. On 3 November, the same historical row says Wiz & Associates K.K.

APNIC's two latest cumulative exports grew from 8,204 to 8,208 rows because of four new transfers. A fifth difference sits inside the 2023 row: only the recipient name changed. The transfer time, address bounds, source, JP codes and APNIC-to-APNIC path survived intact. Anyone downloading only the newer export would see Wiz & Associates as the recipient of a transaction recorded three years earlier. Anyone holding the dated 2023 original would see Mempool Space.

The live registry now points in the newer direction. Both exact address objects carry WIZASSOCIATES-JP and the registrant handle ORG-MA114-AP. Their original registration events are 6 March 2023 at 05:37:34 UTC; their last changed events are 3 November 2026 at 05:51:22. The current organisation card names Wiz & Associates K.K. and was changed at 05:51:29, seven seconds after the two network objects. A dated APNIC correction or organisation-change record would identify why the old transfer row adopted the present name.

The tension is in APNIC's own description of the product. Its transfer-log page says the log records information accurate at the time a transfer happened; its format specification says daily files are cumulative and include the recipient organisation. The 2023 original and the 2026 latest file give different recipient labels for the same 2023 event. An archive can preserve both. A query against latest cannot tell the reader which label was printed at the time.
