Summary

  • The appointment is public. The decision date is not. And the authority of the office does not follow from the title “CEO Designate” before the announced start date.
  • AFRINIC’s 24 August 2026 communiqué records an appointment, but it also draws a line through time. The Board, with the consent of the Receiver, announced Mike Silber as CEO Designate. The same communiqué says he will assume office as Chief Executive Officer on 1 January 2027.

AFRINIC’s 24 August 2026 communiqué records an appointment, but it also draws a line through time. The Board, with the consent of the Receiver, announced Mike Silber as CEO Designate. The same communiqué says he will assume office as Chief Executive Officer on 1 January 2027.

Those statements should not be compressed into one event. The public announcement has happened. The underlying Board decision must have happened before or by then, but the material reviewed for this article does not give its date. The assumption of office remains scheduled for the future. As of the evidence cutoff on 26 August 2026, Silber is the CEO Designate, not the serving CEO.

Why the office date matters

AFRINIC’s published Bylaws say the Directors appoint the CEO by majority vote. They also attach substantial functions to the office: managing the company’s day-to-day business, exercising specified employment powers, carrying powers delegated by the Board and reporting directly to it.

The Bylaws explain why a start date is not ceremonial detail. They do not, however, supply the appointment meeting’s date, attendance, quorum or vote. Nor does the communiqué publish the instrument or scope of the Receiver’s consent. It would be wrong to treat those unpublished details as evidence that something was defective. It would be equally wrong to invent them.

There is useful, dated background. In November 2025, an AFRINIC Board update said the substantive CEO position had been vacant since November 2022. It described an Interim Management Committee charged collectively with day-to-day operations and announced a CEO Search Committee, both with Receiver involvement. That document explains the route into the recruitment process. It is not a complete map of who holds every operational or signing function in August 2026.
