The baseline for this briefing is BTW's own 27 September 2026 attribution analysis, which established that the name "Network Operation Center JSC ER-Telecom Holding Ufa branch" exists publicly only as a RIPE role object, nic-hdl ERTH2-RIPE, and that the entity actually holding AS51035 is the Perm-registered LIR JSC "ER-Telecom Holding" (BTW). The current check compared every retained source against that baseline and found no post-baseline change: the latest observation stamps recovered are a July 2026 aggregator update, an August 2026 route-server stamp and a mid-September 2026 probe, all earlier than the baseline (IPinfo, GIBIRNet, TheIpAPI).
The frozen objects are consistent across mirrors in their core values. The aut-num AS51035 (UFA-AS) was created on 2 February 2011 and last modified on 4 September 2018, per the mirrors that reproduce the RIPE record (IPInsight, IPIP.NET). The role object ERTH2-RIPE — the registry incarnation of the Ufa NOC name — was created 25 January 2011 and last modified 24 October 2019 (IPIP.NET, IPInsight). The IRR as-set AS-UFA still describes itself as "CJSC "ER-Telecom Holding" Ufa branch, Ufa, Russia", a legal form that predates the 2011 reorganisation, despite a last-modified stamp of 17 December 2019; its members per the IRR mirrors include AS51035, AS13105, AS-BRTC, AS204925, AS208352 and AS197725, and it is maintained by RAID-MNT and ERTH-MAGISTR (Hurricane Electric, Qrator, RTSAK). An older cached snapshot shows the role object once read "CJSC" as well, which dates the legacy naming to before the group's corporate restructure (sitezilla).
Against that frozen core, four fields diverge across mirrors. First, the organisation object ORG-RA21-RIPE — the LIR JSC "ER-Telecom Holding", registration number 1065902028620, based in Perm — carries a last-modified stamp of 2026-04-29 on cidr-report but 2026-05-13 on the IPInsight and IPIP mirrors, and 2018-07-30 in the older cache (cidr-report, IPInsight, IPIP.NET, sitezilla). Second, the administrative and technical contacts for AS51035 are shown as ERTH2-RIPE on some mirrors and as a redacted DUMY-RIPE placeholder on bgp.he.net, which carries a personal-data redaction remark (IPInsight, Hurricane Electric). Third, the organisation address differs between "Shosse Kosmonavtov, 111i, bldg. 2, office 509" on newer mirrors and "str. Shosse Kosmonavtov, 111, bldg. 43, office 527" in the older snapshot (IPInsight, cidr-report, sitezilla). Fourth, the originated-address count is reported as 40,192 by bgp.he.net and IPinfo but 73,216 by cidr-report and Qrator, with no documented counting methodology on either side (Hurricane Electric, IPinfo, cidr-report, Qrator).
What the mirrors agree on is the routing shape. AS51035 originates 52 IPv4 prefixes and 5 IPv6 prefixes, has a single upstream, AS9049 (ERTH-TRANSIT-AS), and no downstream ASNs; the IPv6 prefixes carry valid RPKI ROAs while IPv4 ROA coverage is largely unknown to the analysers (cidr-report, Hurricane Electric, Qrator, rpki-client). RIPEstat confirms the same at-a-glance profile of a small, transit-dependent regional network (RIPEstat, iamroot.tech).
The evidence boundary matters. This briefing rests on search-derived copies of RIPE data plus BTW's prior article; no authoritative RIPE RDAP retrieval was achieved, and every mirror shares one upstream source, so mirror agreement establishes consistency rather than independence. On an aggregator such as TheIpAPI, the holder label even appears as a "Moscow branch" with a 2010 creation date, contradicting the Ufa-branch naming and the 2011 RIPE dates — a further illustration that a single mirror can be simply wrong (TheIpAPI).
