The registry layer is unambiguous. APNIC whois assigns AS139713, named DNTCL-AS, to DESEN NETWORK TECHNOLOGY COMPANY LIMITED through organisation ORG-DNTC1-AP, maintained by APNIC-HM with route maintenance under MAINT-DNTCL-HK; the object was last modified on 12 October 2020 (APNIC whois, AS139713). Routing data for AS135581 itself is consistent with an operating Hong Kong network (APNIC whois, AS135581; IPinfo, AS135581).

Two details qualify the picture. First, the company's registered abuse-contact object carries a registry remark, last modified on 18 November 2025, annotating its free webmail abuse mailbox as invalid — a contactability observation recorded in the whois layer, not evidence about operations (ipgeolocation.io). Second, prefix-registrant labels in BGP aggregators for the /24 render the organisation name inconsistently with the APNIC inetnum record, an apparent truncation in derived data that should not be read as a separate legal entity (Hurricane Electric, 103.143.28.0/24).
