Summary

  • AS267241 still originates and announces exactly one IPv4 prefix, 45.232.28.0/22 (1,024 addresses), through a single upstream, with no IPv6 announcement, no second upstream and no published ROA, in routing mirrors whose most recent observable probe activity is dated 24 September 2026 https://ipinfo.io/AS267241.
  • The procurement record extends further back than the previous report's cutoff, not forward: a UNIMONTES award of R$12,000 was published 21 August 2026 and updated 23 September 2026 https://bidsfactory.com/br/tenders/contratacao-da-disponibilizacao-de-servicos-de-hos-brazil_pncp_mg-4b0a333b83ef1471, and the PNCP contract table for CNPJ 45.908.107/0001-70 shows signatures through 11 August 2026 https://guiapj.com.br/consulta-cnpj/45908107000170; no award dated after 1 October 2026 was visible in retrieved records.
  • The CNPJ that owns the network, 15.644.251/0001-86, remains registered as GMAES TELECOM LTDA EM RECUPERACAO JUDICIAL with an 'Ativa' status, registry data updated 10 April 2026 https://monitorcnpj.com.br/cnpj/15644251000186/.
  • The only IRR route objects for the AS are third-party customer-proxy objects, both with RPKI origin-validation state 'not_found' http://iad.robtex.com/as/AS267241.html.
  • No retrieved source shows a datacenter facility, GPU capacity or AI-specific workload; the verifiable business remains municipal cloud, SaaS, VPS and hosting services.

The routing check: unchanged

The backbone of the label-versus-record question is the network itself, and on that front the early-October observation returns the same profile that previous reports documented. Every mirror retrieved this run agrees on the arithmetic: one originated IPv4 prefix, 45.232.28.0/22, of exactly 1,024 addresses; zero IPv6 prefixes originated or announced; a single BGP peer and upstream, AS264324; and no downstream networks https://bgp.tools/as/267241 https://ipregistry.co/AS267241. The Hurricane Electric BGP view reports one prefix originated and one announced, with zero RPKI-originated-valid and zero RPKI-originated-invalid prefixes https://bgp.he.net/AS267241. IPinfo — the one mirror in this run with a near-current dating signal, a probe measurement taken in São Paulo on 24 September 2026 — still records 1,024 IPv4 addresses and zero IPv6 for the ASN, under the judicial-recovery corporate name https://ipinfo.io/AS267241.

Two nuances deserve precision. First, AS paths and observed peer counts vary slightly between crawls (684 versus 720 observed v4 paths across two Hurricane Electric captures), which reflects different snapshot times, not a routing change. Second, the display name for the AS is not stable across mirrors: some render the judicial-recovery form, one renders the AI.BRAZIL brand, and bgp.tools reproduces the underlying Registro.br whois with the owner listed as GMAES TELECOM LTDA (CNPJ 15.644.251/0001-86) https://bgp.tools/as/267241. The name wobbles; the routing table does not.

The IPv6 side deserves its own sentence because it is the clearest single test of the label. Registro.br whois shows the ASN holds both the IPv4 /22 and an IPv6 allocation, 2804:4a74::/32 https://bgp.tools/as/267241. An IRR route6 object for that /32 exists — created 14 October 2025 by BR.Digital as a customer proxy, not by the network itself — and carries RPKI origin-validation state 'not_found' http://iad.robtex.com/as/AS267241.html. The /32 is allocated and paper-registered, but nothing announces it. A network that actually operated AI compute at any scale would, in practice, be expected to show traffic growth, additional address space, or both. Neither is observable.

The procurement ledger: deeper, not later

The most useful correction this run makes to the prior record is about the shape of the procurement ledger rather than its direction. Previous reporting enumerated a set of 2026 municipal awards ending at 25 August 2026. This run found two categories of additional rows, both inside the pre-report window.

The first is a full contract table for CNPJ 45.908.107/0001-70 on a registry aggregator, whose most recent visible signature is Ilhabela Contract 27 at R$1,313.67, signed 11 August 2026, followed by Itaberaí (R$3,492.72, 4 August), Andradina (R$33,480.00, 3 August), Serranópolis do Iguaçu (R$4,581.60, 29 July), Itambé (R$24,000.00, 27 July), Cascavel (R$10,992.00, 24 July), Colatina (R$18,000.00, 23 July), Petrolândia (R$5,724.00, 14 July), Recife (R$10,839.84, 9 July) and São Leopoldo Contract 113 at R$974,400.00, signed 9 July 2026 https://guiapj.com.br/consulta-cnpj/45908107000170. The second is the UNIMONTES award: Universidade Estadual de Montes Claros awarded the AI.BRAZIL-branded entity R$12,000 for cloud hosting and VPS capacity to replace capacity in its IT directorate's datacenter, published 21 August 2026 and updated 23 September 2026 https://bidsfactory.com/br/tenders/contratacao-da-disponibilizacao-de-servicos-de-hos-brazil_pncp_mg-4b0a333b83ef1471.

Two observations follow. First, the ledger is genuinely deeper than previously recorded — the aggregate contract activity for 2026 is larger, and its objects remain exactly what the name does not promise: website hosting, VPS, e-mail/SaaS and cloud storage, not GPU or AI compute. Second, the absence of any award dated after 1 October 2026 in retrieved records is an unverified negative. The live SICAF restriction query for either CNPJ is an interactive form that this run could not complete, so the statement is only that nothing new was visible, not that nothing exists.

Corporate status: the same footnote

The entity operating the AI.BRAZIL brand (CNPJ 45.908.107/0001-70) is registered in Balneário Camboriú, Santa Catarina. The network it is associated with is not registered to it. Registro.br ownership of AS267241 sits with CNPJ 15.644.251/0001-86, GMAES TELECOM LTDA EM RECUPERACAO JUDICIAL, whose registry card still shows an 'Ativa' status with data updated 10 April 2026 and the judicial-recovery qualifier in its legal name https://monitorcnpj.com.br/cnpj/15644251000186/. No visible record shows a completed recovery or a consolidation of the two CNPJs.

One litigation datapoint rounds out the corporate picture: GMAES TELECOM EM RECUPERACAO JUDICIAL is a party to a 2026 Rio de Janeiro action against CEDAE, classified as annulment of an administrative act, filed 3 July 2026 https://www.escavador.com/processos-judiciais/312xxxx-6520268190001-887db7314d. It is a data point about the AS-owner's post-recovery litigation posture, not evidence about datacenter operations either way.

What the record still does not show

Across every source retrieved this run, none documents a datacenter facility, GPU capacity, AI-specific deployment or an AI workload for either CNPJ. The historically recorded SICAF suspension against the AS-owner CNPJ (a temporary suspension for contractual non-execution applied by the veterinary-medicine council, term 14 December 2021 to 14 December 2023) is expired on its own terms, and its practical effect was scoped to the sanctioning body http://iad.robtex.com/as/AS267241.html. The structural facts that make the label hollow are unchanged: one prefix, one upstream, no IPv6 announcement, no ROA, no facility, no AI workload, and a contract portfolio made entirely of small and mid-sized municipal hosting and software services.

What would change this assessment

The same three close-out conditions from prior coverage still apply, because none has been met. A second announced prefix or any IPv6 announcement on AS267241 would be the first routing-level movement. A contract or award notice describing GPU, AI compute or datacenter-facility work would be the first procurement-level movement. A concluded judicial recovery, a registry consolidation, or a formal link between the brand CNPJ and the network CNPJ would be the first corporate-level movement. Any one of the three would make the label testable. As of 4 October 2026, none has appeared.
