An empty stretch of map can tell a transport planner two very different stories: nobody travelled there, or nobody was observed there. Selling a richer traffic feed does not, by itself, settle which story is right. TomTom's broader relationship with citiEU puts the commercial value of that interpretation in view.

The September 10 announcement extends an existing partnership, not a first connection between the firms. citiEU will use a portfolio that combines historical and live information with maps and Maps APIs to support customers across Europe and the Middle East. The stated applications range from traffic studies and planning to emergency response and route optimisation. No contract value, exclusive rights or quantified improvement in traffic performance is established by the announcement.

For a customer, the attraction is a service that turns several kinds of location information into a usable analysis. Buying each component separately leaves integration and interpretation work somewhere inside the organisation. A consultant can take on that work. The question is whether the resulting report also preserves enough information to explain why a conclusion was reached.

A road observation is not a vehicle census

TomTom's Traffic Density documentation offers one concrete distinction. Its segment sample count does not count repeated measurements from the same vehicle on that segment several times. It still describes the observed sample, not every vehicle using the road. The product also offers a minimum-average-sample control that can reject a report; leaving it unspecified gives a default of zero. A threshold on an average is not a guarantee that every individual road and time interval is well observed.

Another distinction appears in selected-link O/D Analysis v2. Its volume metric is an estimate from a model, not a vehicle count. It needs the relevant geometry, dates and map version to support volume data; that map version need not be the newest. The requested period must also end at least four days in the past. That is a rule for this particular analysis, not a claim that TomTom's live traffic is four days late.

These examples describe available products. The partnership announcement does not say that citiEU has chosen either interface for any particular client. That missing detail matters: buyers cannot infer their own evidence package from the supplier's widest product catalogue.

The differences extend to delivery format. The published Traffic Stats Batch schema says sample size is used in calculation but is not exposed as a field. That is not evidence that every TomTom service hides samples. It means that a buyer needing to inspect them must establish how that check will be supported in the actual service being purchased.

The useful lesson from an older flood

In an August 4 account, TomTom described citiEU using absent samples during flooding in Palermo to help interpret which roads were unusable. The account explicitly tied the inference to strong coverage and penetration. It is a vendor-described earlier case, not an independently rechecked result of September's expanded agreement.

Its importance is conditional. Where observations are normally dependable, their disappearance can be informative. Where coverage or delivery is uncertain, the same blank space needs another explanation before anyone treats it as a closure. Local corroboration and data-service health belong beside the visualisation, not beneath its persuasive colours.

The market opportunity is therefore larger than supplying more dots on a map. It is delivering a planning service whose users can distinguish the dots, the estimates made from them and the decisions they support. The reviewed material does not yet show client-specific coverage, service levels or measured project outcomes.
