Summary
- ICASA’s 2026 sector report put the October 2025 baseline at 4,377 of 21,878 public facilities, about 20%. Parliament said 10,851 were connected by March 2026 and reported 49.1%; those two published counts divide to about 49.6%, a difference the public record does not explain.
- Three of five spectrum licensees—Vodacom, Telkom and Liquid—met the 65% interim threshold for their own targets by March 2026. MTN and Rain did not. The national count cannot replace those separate tests.
A larger count, with a percentage that needs reconciliation
South Africa’s public-institution connectivity programme moved well beyond its earlier reported baseline. ICASA’s 2026 State of the ICT Sector report says 4,377 of 21,878 government facilities had been connected as of October 2025, or approximately one in five. In a statement dated 14 October 2026, Parliament said ICASA reported 10,851 connected public-service institutions by March 2026 and described that as 49.1% of the same 21,878 target. (ICASA, 2026 sector report; Parliament, 14 October 2026)
The dates matter: the two records describe different checkpoints, not a contradictory snapshot. The reported connected count rose by 6,474 between them. But the newer statement’s arithmetic does not reconcile as printed: 10,851 divided by 21,878 is about 49.6%, not 49.1%. Neither the statement nor the sector report supplies an alternate denominator or a calculation that bridges the difference. The 49.1% should therefore remain attributed to Parliament’s account of the ICASA briefing, while the discrepancy stays open. It is not possible from these records to decide whether the percentage, count or an unstated scope differs.
The licence test is operator by operator
The obligations were attached to spectrum licences awarded after the 2022 auction. Parliament lists five licensees and their allocations: 8,131 institutions for Vodacom, 7,390 for MTN, 3,103 for Telkom, 2,956 for Rain and 298 for Liquid. ICASA’s 65% interim milestone applied to each operator’s own target, not to the national total. By March 2026, Parliament said Vodacom, Telkom and Liquid had crossed it; MTN and Rain had not. The statement does not publish all five connected counts, so their individual shortfalls cannot be reconstructed from its figures alone. (Parliament, 14 October 2026)
This distinction changes what the headline can establish. A national completion rate describes the combined count. It cannot certify each licensee against a separate milestone. Nor does a recorded connection, by itself, show whether an institution can use the link consistently, whether the service meets a particular speed or data need, or whether staff and equipment are ready. The available public tally is not a site-level service audit.
Verification is part of the obligation
ICASA Council’s July 2025 minutes had already identified weaknesses in the delivery chain. Council called for direct engagement with beneficiary departments, warning that aggregated databases—especially for rural areas—could be significantly inaccurate. It noted that departments had not been consulted and lacked resources to support rollout. The regulator said checks were sampled and conducted without prior notice because of resource constraints, and Council called for independent verification to avoid a tick-box result. These are documented risks and controls, not proof that a particular reported connection is false. (ICASA Council minutes, 28 July 2025)
The portfolio committee chair has now called for referrals to ICASA’s Complaints and Compliance Committee when licensees fail their obligations, while asking the regulator to track milestones earlier. The practical accountability question is whether the next record will reconcile its national arithmetic, publish comparable per-licensee counts, and show how beneficiary lists and sampled connections were verified. Without those pieces, faster rollout and enforceable compliance remain separate claims.
