RIPE NCC’s member directory lists Public joint-stock company “RUTELEKOM” in the Russian Federation. The RIPE organisation object identifies ORG-OY1-RIPE as an LIR and links that legal name to the registry record.

The AS25880 aut-num object uses the name Yurgatelekom-AS and registers import and export policy with AS21127 and AS50928. It was last modified in October 2018. That is a statement of registered policy, not a live topology map. Its age makes reconciliation sensible, but does not prove the configuration has changed.

The dated observation is richer in one respect and narrower in another. RIPEstat’s routing-status view reported eighteen IPv4 prefixes covering 11,264 addresses, two observed neighbours and no IPv6 announcement at 16:00 UTC on 5 September 2026. The IPv4 routes were visible to all 327 listed IPv4 RIS peers. That describes this collector set at this time; it is not a global service-level guarantee.

The announced-prefix list explains why the number eighteen needs care. It contains 89.145.128.0/19 together with /22 and /24 routes inside that space, 31.170.184.0/21 alongside more-specific routes, and 185.190.184.0/22 alongside its four /24s. One address can therefore sit inside more than one announced prefix. The count measures routing objects visible to collectors, not eighteen disjoint blocks or independent networks.

More-specific announcements can support traffic engineering or policy control, but the public evidence does not establish why each route exists. Nor does a pair of observed neighbours prove separate fibre paths, buildings, power supplies, routers or operational teams. The facts support a route inventory; resilience remains an evidence request.
