Millimeter wave is often described as a spectrum problem. In a dense city, it is a real-estate problem first. High frequencies can provide wide channels, but their strong line-of-sight behaviour and sensitivity to obstruction demand many well-placed nodes. A lamp post, façade, rooftop, window or equipment room becomes valuable only when an operator can secure access, power, fiber, maintenance and permission to alter a carefully managed streetscape.
That is why the 24 August agreement is notable. DOCOMO brings 26 and 28 GHz holdings, described as 800 MHz in total, alongside Tri-Band Massive MIMO across 3.5, 3.7 and 4.5 GHz, glass antennas and current base-station equipment. Mitsubishi Estate brings buildings, infrastructure-acquisition knowledge and an area-management platform. Its group fiber and data-center assets may shorten the path from antenna to core capacity.
The architecture is sensible, but the announcement is a starting position. It provides no number of permitted or live sites, construction sequence, investment split, rent, power price or maintenance rule. It does not define outdoor coverage, indoor continuity, handoff between layers, performance during commuter peaks or the named digital services that would justify the cluster. Without those denominators, “smart city” remains an ambition rather than an operating model.
The first ledger should follow the deployment path. How long does it take to identify a sightline, obtain landlord and streetscape approval, secure fiber and power, install a node and make it live? How many candidate locations fail, and why? A property partnership should reduce those intervals. If it does, that process result may be more transferable to another district than one speed test.
The second ledger should measure radio continuity. Millimeter-wave islands must be tested under pedestrian load, vehicles, rain, temporary construction, foliage and seasonal street layouts. The important result is not peak throughput beneath one antenna, but the share of movement paths that preserve usable service, the handoff to sub-6 GHz or indoor systems, and the tail experience when a direct path is blocked.
Economics depends on how infrastructure is shared. DOCOMO and KDDI have separately developed a compact repeater able to relay both operators' mmWave signals. The Marunouchi release does not say whether property, fiber, power, antennas or repeaters will be open to other carriers. Exclusive access can accelerate one network while duplicating streetscape work for the city. Shared neutral assets can reduce duplication but require governance of capacity, faults and upgrade priority.
The property owner also becomes an operational participant. A façade node may need access after hours; a fiber cut may cross building and street responsibilities; an aesthetic restriction may delay a repair or upgrade. Service telemetry should link radio failure to asset ownership and repair clocks. Otherwise an operator's availability figure can conceal a property-access bottleneck that users experience as ordinary coverage failure.
Replication is the final test. The partners want to extend the model to other major urban centres. But a district with concentrated ownership, existing fiber and data-centre assets may not represent a fragmented shopping street or station area. A reusable model must state which inputs are essential: ownership concentration, available ducts, power, permitted antenna forms, traffic density and the economics of the intended service.
The agreement therefore locates the right control plane. Dense mmWave will not scale through radios alone; it needs coordinated urban assets and rules. Its success should be reported as a matched ledger of deployment time, coverage continuity, load, cost, energy, repair and sharing. That evidence would show whether Marunouchi is a showcase or a city-building method.
