The legal conflict sits at that interface. A permit sets conditions under which resilience equipment may operate, while judicial review tests whether the approval process and controls were lawful.

The next disclosure must track both law and operations

Useful follow-up would identify whether the four stayed units remain uninstalled, how often the four permitted units run, compliance with special conditions, and any change to the final permit. The eventual judgment should be read for remedy as well as reasoning.

Without those facts, neither a permanent ban nor an uninterrupted expansion can be assumed.
