The Kyiv pilot does not produce one clean performance number because the three operators are reporting different layers of the test. Kyivstar supplies a throughput range, Vodafone describes geographic presence and lifecell shows how usage changed over time. None is a substitute for the other two.

That distinction matters before the results become a claim of commercial readiness. A fast test can be geographically narrow. A signal in every district can still leave streets and buildings without access. Rising traffic can show curiosity or utility without revealing revenue.

Speed is a test result, not a service guarantee

Kyivstar reported average speeds of 600–800Mbps and a maximum above 1.7Gbps in its Kyiv tests. Across the wider government pilot, the reported average is 600–700Mbps, with peaks above 1Gbps.

The maximum is not a guaranteed household or handset rate. It can reflect favourable radio conditions, a capable device and available capacity at a particular moment. The average is more useful for the tested sessions, but it still does not publish latency distributions, indoor performance, busy-hour degradation or a future retail service level.

Keeping the operator attached to each measurement prevents a false comparison. Kyivstar’s figures cannot be assigned to Vodafone or lifecell, and a wider-programme average cannot be described as a Kyiv-wide guarantee.

District presence does not mean blanket coverage

Vodafone says its test sites provide access in every Kyiv district. This establishes that the pilot is distributed across the capital rather than confined to one demonstration venue.

It does not establish continuous coverage on every street, inside every building or for every compatible phone. Site footprint, frequency, building materials and network load all affect whether a device can use the service at a specific point.

The wider pilot has more than 300 base stations and almost 1.5 million users. Those totals cover the broader programme, not 300 newly built Kyiv-only sites or 1.5 million paying Kyiv 5G subscribers.

lifecell’s traffic growth shows use before economics

lifecell reported that traffic rose 75% and simultaneous sessions 35% compared with the early weeks of the pilot. The comparison base is important: it records growth from an initial test period, not a year-on-year commercial trend.

The figures show that people with access are using more capacity and connecting concurrently. They do not disclose tariff revenue, acquisition costs, capex, spectrum expense or whether usage would persist under commercial pricing. No operator has supplied a Kyiv 5G investment return in this announcement.

Device availability sets another demand boundary. The government says 29% of smartphones in Ukraine support 5G. That is a device share, not population coverage and not the percentage currently attached to 5G.

The pilot tests coordination as well as radio

This is a government-coordinated multi-operator programme, not a Kyivstar-only commercial launch. Public coordination matters because spectrum conditions, authorisation, continuity requirements and the sequence of city expansion can affect all three operators.

Odesa is planned as the next city. The evidence from Kyiv that should travel with that decision is not only the highest speed. It includes useful coverage, demand under load, compatible-device adoption, service continuity and a credible cost path.

Until prices, commercial terms, capex and launch conditions are published, Kyiv demonstrates a functioning urban pilot. It does not establish nationwide commercial 5G. The three measurements are valuable precisely because they keep those stages separate.
